ECSU President and NSG Principal Holds Meeting on Bilateral Cooperation

Professor Fikre Dessalegne, Ethiopian Civil Service University President, and Prof. Busani Ngcaweni, National School of Governance Principal, Republic of South Africa, discussed on the bilateral cooperation between the institutions on December 11, 20024 at Senate Hall of the University.
Professor Fikre Dessalegne welcomed the team lead by Prof. Busani Ngcaweni and introduced the overall academic programs, journals, academic staff profile, the research outputs and campus of ECSU in brief .He also explained Ethiopian Civil Service University special mission of building the capacity of the civil servants by providing education, short term training, research and consultancy service.
Partnership is one of the platform for ECSU for sharing experience, knowledge and resources. So we are very happy to work together and share experiences by making strategic collaboration and establishing a framework of cooperation between the two institutions. NSG and ECSU will achieve mutually beneficial goals in several common interest through the bilateral cooperation he added.
Prof. Busani Ngcaweni thanked ECSU management for welcoming his team and explained in briefed about the National School of Governance history and establishment. Partnership which is working together with partners internationally and nationally is one of the NSG objective. So we are ready to make this dissuasion fruitful and bring remarkable results .Besides, we are confident that this partnership will yield remarkable outcome and contribute significantly to the academic and cultural exchange between the two institutions he emphasized.
The NSG has a mandate to deliver quality education, training and development interventions that are relevant to the needs of the public sectors with the Mission of Empowering Public Servants to be Responsive to Citizen Needs and Government Priorities, through Education, Training and Development interventions.

Visiting scholars from International Bureau of Fiscal Documentation (IBFD) paid an educational visit to Ethiopian Civil Service University on December 17, 2024.
IBFD delegates were welcomed by ECSU President, Professor Fikre Dessalegn, and discussed on the strengthening of their partnership and collaboration between IBFD and Ethiopian Civil Service University. The President explained ECSU success since its establishment and the importance of academic alliance with different International and local institutions. ECSU is working with different international and local institutions in different areas by establishing academic collaborations and partnerships. It also shares its ambitions, values and aspirations he added.
Dr.Abreham Hagose, Head of President Office, highlighted about ECSU establishment and achievements registered in the last three decades in the area of education, training, research, and partnership. He also briefed a ten year strategic plan and the focus area of the University in the coming three years especially in the area of internationalization and partnership. Dr.Abreham also noted that ECSU has produced more than fifty thousand graduates serving in the public service sectors of the country in different hierarchies including Ministers. Besides, the University has been providing scholarship programs to the neighboring countries and more than 448 public servants have completed their first and second degree he emphasized.
Professor Dr. Victor van Kommer, Member of the Executive Board and Director of the National and International Tax Service of the IFBD also briefed about IBFD and explained that the establishment of IFBD opens a door for international tax knowledge throughout the world especially topics related to tax policy, transfer pricing, group taxation, indirect taxation, international taxation and tailored to government.

Ethiopian Civil Service University College of Finance, Management and Development, Department of Tax and Customs Administration held a seminar entitled โNecessity of Tax Reform for Ethiopiaโ, on December 20, 2024 at Hidasse Hall.
At the opening of the program, Lemma Gudissa (PhD), ECSU Vice President for Academic Affairs, welcomed the participants and the presenters .He also recap the historical background of ECSU. He thanked the program organizer and the presenters who are e willing to share their invaluable experience to the university community and invited guests.
Prof. Dr. V. kommer, Executive Board Member and Director of Tax and Governance Consultancy Service, IBFD, thanked for the warm welcome. He also explained the current status of tax at the international arena in different countries. Tax has a significant progress in Creating and improving governance that need to ensure the growth in equitable way across the society. He also highlighted the issues of inflations, and the advantage of taxpayers. Tax authority must be an integral part of budget formulating, planning and control he added.
Professor Dr. Fesehatsion Menghistu, Tax and governance advisor, revealed that tax incentives alone are not the most important instrument of attraction of a foreign direct investment. Investors in developing countries are given license without being strongly scrutinized by government body. He emphasized that in the name of free market the poor are getting poorer and the rich are getting richer. FDI is still one of the most sensational, complex as well as ideological controversial devise not only with in government policy makers and political but also with in the academicians, he summarized.
Participant from University community, Ministry of Finance, and Ministry of Revenue raised different questions and suggestions and the presenters responded for the questions raised by the participants. At the end, Certificate of appreciation is given for the presenters.
