EU-based companies will be banned from selling Russian liquefied natural gas from next year, even to buyers outside the EU, according to a letter seen by Reuters on Thursday.

“The new rules prohibit companies from trading Russian LNG or selling it to third countries, as it is irrelevant whether the Russian LNG is destined for the EU or not,” the office of EU Energy Commissioner Dan Jorgensen said in a letter to Poten and Partners on June 1.

Several EU companies with long-term contracts for Russian LNG said the rules, combined with sanctions against Russia, leave no clear answer to whether companies will be able to re-route these cargoes to buyers outside the EU.

"Transportation of Russian LNG by Union operators, regardless of the final destination, is prohibited in the context of the LNG ban," the letter states.

Several Norwegian environmental organizations have registered a petition with EU government agencies about the dangers of a shadow fleet in Norwegian territorial waters.

Norway’s LH2 Shipping reports it is accelerating the development of hydrogen-powered shortsea shipping bulkers for the Baltic with an additional grant from the Norwegian government program to accelerate the green energy transition. The company will add a fifth and sixth bulker to its plan, saying that increased support reflects the growing momentum for liquid hydrogen as a viable alternative fuel for shortsea shipping.

The company was awarded an additional grant of approximately $35.82 million from Enova, which it says will be used for the development and construction of two additional hydrogen-powered bulk carriers. It said that Enova’s support will also indirectly enable LH2 Shipping to continue its work developing additional zero-emission solutions for passenger transport and offshore operations.

Northern Lights Proceeds with Fleet Expansion with MISC and K Line

The first commercial cross-border carbon transport and storage program, Norway’s Northern Lights, is moving forward with its announced fleet expansion as it completed a second charter agreement with MISC Group and K Line (Kawasaki Kisen Kaisha). The company received its first vessel in late 2024 and commenced operations in 2025. It transports liquified CO2 captured from industrial sites to a receiving terminal in western Norway and then pumps it through a pipeline for permanent storage in a reservoir 2,600 meters under the seabed.

The environmental consequences of an oil spill from a tanker of the Russian "shadow fleet" in the Gulf of Finland will affect about 100 thousand residents of Vyborg, Primorsk, Vysotsk and other coastal settlements, as well as unique natural objects. This is the conclusion of a number of environmental researchers based on a simulation of the spill.

Unique natural areas will be destroyed - Kurgalsky, Vyborgsky reserves and Berezovsky Islands. The scale of the spill may be 10-15 times greater than in the accident of the Volgonafta class tankers in December 2024.

As noted, this scenario is based on the routes of the Peace tanker - a sanctioned, outdated 247-meter vessel without a flag and proper insurance, capable of transporting up to 110 thousand tons of oil per voyage. In 2025, he exported Russian oil through the Baltic Sea four times - a total of 440,000 tons worth over $10 million.
