According KSE Institute in April, Russia used 61 unique tankers to export crude oil, 67% of which belonged to the shadow fleet.

For exports of oil products, 82 unique tankers were used, with 26% of the vessels being part of the shadow fleet.

The share of ships older than 15 years within the shadow fleet was 100% for crude oil and 95% for oil products. Such ships pose a serious threat to the environment.

⚡️🌬France Releases Details for a Mega-Scale, 11-Project Offshore Wind Tender

The French government is set to release the specifications for its next offshore wind tender, which seeks to develop 11 projects spanning each of France’s water borders and achieve 10 GW of capacity. The Ministry of Energy is calling it one of the largest offshore wind development programs ever undertaken in Europe.

The Energy Regulatory Commission (CRE) will release the specifications on June 12, detailing five fixed bottom projects to provide 5 GW and an additional 5 GW from five floating wind farms that can be placed further from shore. It notes that the tender, which has been delayed since 2024, combines its ninth and tenth rounds to AO10, which “truly marks a change of scale.”

France currently has approximately 2 GW of installed offshore wind energy capacity. The government’s goal is to reach 15 GW by 2035 and 45 GW by 2050. In addition to the installed capacity, 4.8 GW is currently in the development pipeline.

Norwegian Shipping Group Orders Two Electric Short-Sea Container Vessels

Norway’s maritime investment group Eitzen is moving forward on its plan to build two electric container vessels, which it says will modernize short sea shipping and accelerate the transition to battery-powered vessels. At a ceremony in Oslo on June 12, the company confirmed it was placing an order for the construction of the two vessels to be built in China.

The order was placed with the Zhejiang Dongpeng Shipbuilding & Repairing Co. The first ship is scheduled for delivery in 24 months, and the second one in 27 months. Eitzen reports it is consolidating its focus on maritime electrification with one of the companies in its group, Zen, taking the lead.

For exports of oil products, 213 unique tankers were used, with 41%of the vessels being part of the shadow fleet.

The share of ships older than 15 years within the shadow fleet was 92% for crude oil and 92% for oil products. Such ships pose a serious threat to the environment.

🛢Russian authorities have authorized refineries to lower gasoline quality to avoid fuel shortages.

The Russian government has authorized certain oil refineries to supply gasoline and diesel fuel to the domestic market with deviating sulfur content and other parameters from the Euro-5 standard. This decision was made last fall and was intended to last until May 1, 2026. However, the measure was extended indefinitely amid fuel shortages caused by Ukrainian strikes on refineries.

According to the government decree, up to 150 milligrams of sulfur per kilogram are permitted in gasoline, and up to 350 milligrams per kilogram in diesel fuel. The maximum level for the Euro-5 standard is 10 milligrams, while the approved limit is consistent with the Euro-3 standard. Gasoline is also permitted to contain aromatic hydrocarbons, monomethylaniline, octane boosting additives and ethanol.

Russian oil companies are increasingly using unequipped tankers to transport oil and liquefied natural gas through the Northern Sea Route, which could cause serious environmental problems. Such ships do not have “ice-class” status and are not equipped to prevent oil spills. 📜Environmentalists call for tougher sanctions against Russia's shadow fleet

Greenpeace Ukraine and international branches of the organization are calling on the EU and the UK to impose tough restrictions on shadow fleet tankers, as was done in the latest mini-package of sanctions adopted on June 15.

The activists emphasize the negative impact that Russian oil tankers have on the environment and on the financing of Russia's military operations against Ukraine, and add that a significant part of the shadow fleet vessels continues to remain unsanctioned.

🇪🇺EU confirms ban on Russian LNG imports from 2027

EU-based companies will be banned from selling Russian liquefied natural gas from next year, even to buyers outside the EU, according to a letter seen by Reuters on Thursday.

“The new rules prohibit companies from trading Russian LNG or selling it to third countries, as it is irrelevant whether the Russian LNG is destined for the EU or not,” the office of EU Energy Commissioner Dan Jorgensen said in a letter to Poten and Partners on June 1.

Several EU companies with long-term contracts for Russian LNG said the rules, combined with sanctions against Russia, leave no clear answer to whether companies will be able to re-route these cargoes to buyers outside the EU.

"Transportation of Russian LNG by Union operators, regardless of the final destination, is prohibited in the context of the LNG ban," the letter states.
