If true, I’m not at all surprised. Lately I’ve been summarising not only that lockdowns don’t work (per numerous publications) but why they don’t.
Bound up in that is this story, that infectious contacts are rarely found outside at all & mostly are in institutions.
Given the paucity of infectious contacts out & about, because they’re ill (symptomatic), it’s unsurprising that a general lockdown did little to reduce epidemic spreading.

By their obscene non-logic, a scientific review of science articles reporting on harms caused by face masks has a "potential to cause harm".
No criticism of the psychological device (face masks) is tolerated, if the said criticism shows potential to influence public policy.**

among my colleagues, so infectious disease epidemiologists that I talk to personally, the majority don’t believe in lockdowns... But if we look at media, they have sort of been focusing either on a very small group of scientists who have a different viewpoint... And then those scientists who sort of go against the media has been assaulted by the media in a variety of ways, which made many scientists do not wish to speak up because they don’t want to go through all that nonsense...
And I think that there might have been a tendency to wanting to build up the fear because, for whatever reason... And spreading fear is never a good idea when it comes to public health. That goes against how we should deal with diseases. We should just provide the accurate information and neither overblow the problem nor dismiss the problem.
