Actually it's the same in Slovenia. To buy my daughter a Christmas present I had to stand outside the "closed" shop then telephone owner then wait for her to open the door and let me in.

And items are randomly restricted, randomly designated "non essential", so when it was snowing and my dog was freezing I went to the pet store, but although they had jackets for my dog, they were not allowed to sell them as it would be considered "non essential" but I could by dog treats.
