[DIP-1] Upgrade NFT liquidation process.

TL;DR
- When single NFT is supplied as collateral debt needs to reach 90% of NFT's value to be liquidated.

- Multi collateral loans don't have this issue.

- There are 2 loans totalling 66 ETH that can't be liquidated because their debt didn't reach 90% of collateral value.

- Proposal:
Upgrade liquidation mechanism where NFT can be always liquidated once borrow limit gets exceeded.

DOP emission incentives are misaligned and not effective.

Active emissions and risk management is needed without having to go through governance overhead.

Protocol risk management task force needs to be created - Dope Wizards.

Wizards can actively implement changes related to emissions and protocol risk without having to pass Snapshot vote.

Community can veto and revert changes at any time by creating Snapshot proposal.
