A year has passed since an illegal Migrant with a deportation order murdered 19-year-old Philippine Le Noir de Carlan and buried her naked body in a park in Paris.
An interview has just been released with her parents, Loïc and Blandine de Carlan, in which they blame the French authorities for losing their daughters
Philippine, a talented Sciences Po student, was murdered by a 30-year-old illegal migrant from Morocco and convicted rapist named Taha Oualidat.
Despite previous deportation orders, the French state never went through with deporting him.
The parents do not hide their bitterness toward the system that failed their daughter. “The deeper we look, the more chaos we see,” they say, pointing to the authorities’ inaction.
Taha Oualidat, despite the deportation order and his criminal history, was moving around Paris freely.
“How could he cross her path, in broad daylight, among people?” asks Blandine de Carlan in disbelief.
What hurts them most is the indifference of the authorities and institutions:
“Those who failed didn’t even offer Philippine a single word. Not one laid a wreath on her grave. That’s proof of how little they feel responsible,” the mother says bitterly.
Her outrage is also sparked by the Constitutional Council’s decision in August 2025, which blocked a law strengthening control over foreigners posing a threat:
“It crushed me,” the murdered girl’s mother says.
“How can they play around with our children’s lives?”
