Once, a gentleman who looked like this loitered four cars away in a parking lot as I loaded groceries into my trunk. He glanced at me, then away, then back, shuffling from foot to foot as if unsure whether he wanted to approach. He had Florida plates and seemed alert and elevated, like he was trying to decide something.
I let him know that I saw him, kept a self-defense tool within reach, and finished loading. When he looked away again, I got in my car and bounced.
Maybe it was nothing. But I never turn my back to gentlemen wearing hoods. They seem to prefer surprising easy targets. If success is not guaranteed, they back off like cowards.
