Two things are driving it. The war with Iran drained interceptor stockpiles faster than anyone planned for, and the Pentagon is bracing for a much bigger fight with China in the Pacific.
Here's the catch. Ordering thousands of missiles is easy on paper. U.S. factories currently max out around 620 PAC-3 and 96 THAAD a year, so hitting these numbers means building the industry almost from scratch, and Congress still has to pay for it.
If Iran drained the shelves this fast, a war with China is the real nightmare math.
