Japan's Immigration Services Agency has reported on a planned β€œJapanese Language and Daily Life Learning Program” for foreign residents.

Some details from media reports:

β€’it will include studying Japanese-language & "rules and manners for daily life"

β€’the Japanese language requirement has been described as "basic"

β€’the "rules and manners" will include learning about topics such as how to pay taxes and properly dispose of garbage (residents sort garbage into different categories depending on local government rules)

β€’the required standard should raise according to the length of a person’s period of residence

β€’it should be offered online

β€’it should be available to people abroad who are planning to come work in Japan

β€’after completing the basic study program, participants should be able to take more specialized courses in topics such as "childbirth and child-rearing, education, and nursing care."

β€’participation should be required for people applying for long-term visas

β€’for permanent residency and citizenship applications, the "level of understanding" should be important, rather than just participation

β€’the national government should run it, not local governments (right now, local governments bear the burden of trying to integrate foreign residents)

Japan's ruling party, which ran in recent elections promoting the idea that foreigners should follow Japan's "rules," has called for a trial launch from fiscal 2028.

It looks like Prime Minister Takaichi will be increasing immigration to Japan and trying to ease public concerns by requiring residents to take very simple online courses.

I have not seen any media reports about people who passed various levels of the Japanese Language Proficiency Test (JLPT) being able to opt out of the program.
