Then the nonprofits, consultants, and government bureaucracies immediately vacuum up the vast majority of it for salaries, overhead, studies, and “programs.”

And the actual people sleeping on the street get whatever crumbs fall out the other end, if any.

And the neat part is these organizations get paid to “manage” homelessness. No requirement to solve anything.

So the worse it gets, the bigger their budgets, the more donations, the more grants, the more jobs.

Fewer homeless people and they might have to find real work, sadly.
