This signaling mechanism was included in the $1.2 billion deal between Amazon Web Services, Inc. (AWS) and Google LLC, when they entered into a large cloud-computing contract with the Israeli government, known as the Project Nimbus deal.
The signaling would happen via “special compensation” payments from the companies to Israel within 24 hours of the information transfer. The amount corresponds to the telephone dialing code of the foreign country whose authorities received the data. For instance, +1 (US) would trigger a payment of 1,000 shekels. If the country code could not be signaled, a backstop payment of 100,000 shekels would be required.
