Here's a well written research paper by two academics that examines the "Cryptoterrestrial Hypothesis" (CTH), which is the theory that some, if not many UFOs/UAPs, derive from subterranean Earthly regions, as opposed to ET visitors or secret military space programs. Former AARO Director Sean Kirkpatrick wrote an oped for Scientific American where laments that "After painstakingly assembling a team of highly talented and motivated personnel and working with them to develop a rational, systematic and science-based strategy to investigate these phenomena, our efforts were ultimately overwhelmed by sensational but unsupported claims that ignored contradictory evidence yet captured the attention of policy makers and the public, driving legislative battles and dominating the public narrative." Kirkpatrick is not alone in holding such views, many others like Prof Avi Loeb would like a "science-based strategy" to tackle the UFO issue and avoid politicizing the issues. Two problems.
