Here's a well written research paper by two academics that examines the "Cryptoterrestrial Hypothesis" (CTH), which is the theory that some, if not many UFOs/UAPs, derive from subterranean Earthly regions, as opposed to ET visitors or secret military space programs. Kirkpatrick is not alone in holding such views, many others like Prof Avi Loeb would like a "science-based strategy" to tackle the UFO issue and avoid politicizing the issues. Two problems. First, the science-based strategy towards flying saucers/UFOs was adopted in the 1950s and ultimately got nowhere as the 1969 Condon report showed. Two, the UFO phenomenon has always been a top national security issue once mil-intel leaders identified some of the craft as extraterrestrial or cryptoterrestrial.
