Prime example of being mean to accomplish greater goods.
The Third Reich had Action Committees (sometimes with SS help) to enforce its robust labor laws. Generally dealing with laws pertaining to workplaces not being miserable alienating places etc.
If a business refused and ignored the laws. They didn't do what the Weimar Republic did with just slapping fines and writing stern letters to not do it again.
Instead, the NSDAP had a different approach. They'd just send in these guys to beat up the managers, foremen, and executives who were ignoring these rules in front of everyone else. Afterwards they were given a warning of "fix it or you're going to a labor camp and we're seizing the business."
Is that mean? Absolutely! But the greater good was the workforce in Germany wasn't wanting to off themselves from work conditions. Needs of the many outweighed inconveniencing a tiny group of selfish assholes. Which is why suicide rates, addiction rates, etc went down with Hitler
