Turns out there is a Telegram limit to the number of requests a bot could send in a period of time, so now the bot may be working with 5-10 seconds delays for somebody.

Debugging and fixing the problem now, please don't be afraid to use the @divapce_bot. It is still fully functional and restarts in case it hits limits, but the restart may take several seconds.
