[3] Preventive Attempts: It involves early warning systems, conflict analysis, and preventive diplomacy. By addressing root causes and contributing factors, the UN aims to prevent conflicts from erupting.

[4] Imposing Sanctions: The UN Security Council has the authority to impose sanctions on countries or entities to pressure them into complying with international law or to prevent further conflict. Sanctions may include economic measures, arms embargoes, travel restrictions, or other measures.

[5] International Criminal Court (ICC): The ICC, established by the Rome Statute, is a permanent international court that prosecutes individuals for the most serious crimes, including genocide, war crimes, and crimes against humanity.

[6] Human Rights Monitoring: Specialized agencies, such as the UN Human Rights Council, investigate and report on human rights violations, contributing to the prevention and resolution of conflicts.

[7] Article 99 of the UN Charter: The Secretary-General may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security. Recently, UN Secretary-General Antonio Guterres has invoked Article 99 of the UN Charter in a bid to establish a ceasefire in Gaza.

[1] Violation of Parliamentary Rules: This includes disrupting proceedings, disregarding the authority of the chair, using unparliamentary language, etc.

[2] Maintaining Order in the House: The provision for suspension is intended to maintain the dignity, decorum, and smooth functioning of the parliament.

[3] Disruption of Proceedings: Continuously disrupting the normal functioning of the house by shouting slogans, staging protests, obstructing debates prevents the house from conducting its business. As per the PRS, the 16th Lok Sabha (2014-19) lost 16% of its scheduled time to disruptions.

[4] Refusal to Obey the presiding member: Disregarding the authority of the Speaker/Chairperson by refusing to comply with their directions or orders during the proceedings and impacts its dignity.

[5] Financial cost of disruption: According to a report published by IndiaSpend, the cost of running Parliament is about Rs 2.5 lakh per minute. Any disruption in its functioning not only affects its efficiency but also has a monetary cost attached.

What would be benefits if India gets permanent seat at UNSC?

[1] Greater say in world affairs: As a permanent member of the UNSC, India would have a much greater say in global affairs and would be able to play a more active role in shaping international policies which will increase India’s global influence.

[2] Countering China's influence: India’s permanent seat in UNSC will counter China’s influence over the United Nations. It would serve as an equalizer to China and its hegemony in Asia and the Indo-Pacific region.

[3] National Interest: It would also give India greater legitimacy in global decision-making and would provide a platform for India to advance its interests and concerns on the global stage. For e.g. India's energy security.

[4] Countering terrorism: India would be able to initiate action against Pakistan to curb its terror-sponsoring activities. India would be able to lobby to designate Pakistan as a “state sponsor of terrorism” and impose heavy sanctions.

[5] Voice of global south: India will act as a representative of developing countries, South and South East Asian nations. Recently, India advocated for the Global South by adding the African Union as a full member of the G20.
