Possible options to correct friction between states and Governor

[1] Abolish the office of governor: Many political leaders starting from C. N. Annadurai to Nitish Kumar have called for the abolition of the Governor’s post in the past. However, as per our Constitutional scheme, there is a need for a nominal head of the State executive just like the President for the Union executive.

[2] Consultation while appointment: As the Supreme Court observed, it is necessary for the Governors and Chief Ministers to do ‘a little bit of soul-searching’. The Constitution may be amended to provide that the Chief Ministers shall be consulted before appointment of the Governors.

[3] Role of state in removing Governor: The recommendation of the Punchhi Commission that Governors may be removed through an impeachment by the State Legislature can also be considered. This would arm the State legislatures with the power to remove an uncooperative Governor.

[4] Assents within a time period: Punchi Commission 2010 had recommended that the Governor should take a decision with respect to a Bill presented for their assent within a period of six months. However, It has not been implemented till date.

Why India US cooperation is so close?

1. Ideological inclination: India is the world’s most populous nation, that has been an inclusive, pluralistic democracy for most of its history as a republic with a record in non-proliferation.

2. Strategic lens: India is the most reliable partner in south Asia against Chinese adversary. As Kautilya says that enemy's enemy can be a friend. US adversaries with China has been very much clear. It brings India and US closer to tackle Chinese aggressiveness against India in Himalayas as well US's allies in South China Sea.

3. Economic angle: There is India’s attractiveness as an economic market and a military buyer. Mr. Obama in an interview to CNN in June 2023, said that he dealt with Chinese President Xi Jinping and Mr. Modi on the Paris climate accord despite concerns on “authoritarianism”, due to their size.

4. Geography: Robert D Kaplan in his book "The Revenge of Geography" says that there is India’s geography in Asia, and its boundary problems from Beijing, that could make it a more dependable partner than European allies in providing a counter to China.

5. Indian diaspora: Mr. Biden and Mr. Modi (calls them Rashtradoots) acknowledged the Indian-American diaspora, that has distinguished itself as a professional, law-abiding, prosperous and unproblematic community, and is the biggest votary of better India-U.S. ties.

Why Israel-Palestine issue has become complex?

[1] Strong self-conceptions of nationhood: Both the Arabs and Jews have had strong self-conceptions of nationhood tied to the same land - self-conceptions that did not reckon for the other.

[2] Partition rejected by Arabs: But for much of this 100-year war, Jews accepted the inevitability of partition while the Arabs rejected it.

[3] Multiple stakeholders: There seem to be many stakeholders to this never-ending conflict such as the Palestinian people, the multiple Palestinian leaderships of Hamas, Islamic Jihad and the Palestinian Authority (PLO), the Israeli voters, the Israeli government with its many coalition partners, etc. One section of the Palestinian leadership, much of the Arab world, and all of the West seem to have agreed on a two-state solution.

[4] Role of foreign players: the Arab countries, Iran, the West led by the U.S., and now even China. From a position of justice, one could argue that the only two stakeholders who should matter are the Palestinian and Israeli people.

[5] Asymmetric warfare failed international support: Hamas does not accept Israel’s right to exist in any shape. It attacked Israel on its southern borders that will remain with Israel in any eventual peace deal, and killed and abducted innocent civilians, not religious settlers occupying the West Bank. A citizen may accept the division of her country under some circumstances, but in no circumstances will she accept its annihilation.

[6] Surge in legitimacy of Hamas: Hamas may not have the capability to push Israel back to the 1967 border. But the Islamist group has emerged as the main pillar of Palestine’s political landscape, which in the past had largely been driven by secular nationalism. A solution to the Israel-Palestine problem cannot be reached without taking Hamas into consideration - unless Hamas is totally destroyed.
