(1) In 2019, After abrogation of article 370, Pakistan foreign minister, Shah Mahmood Qureshi leaves for China, to discuss India’s move on Article 370 and get support. Subsequently, after two days of Qureshi visit, India MEA, S Jaishankar visited China and discussed India's move.

(2) In 2021, Taliban officials visited China to discuss security after US pulls out. They travelled to China to discuss security issues in Afghanistan, as regional powers to protect their interests in the final stages of the US withdrawal of troops.

(3) In 2023, China-brokered Saudi-Iran deal to drive a ‘wave of reconciliation’ in the Middle East and pledged to firmly support Tehran on “issues concerning core interests”.

(4) Now, Beijing is hosting a delegation of foreign ministers from the Palestinian Authority, Indonesia, Egypt, Saudi Arabia and Jordan for talks aimed at finding a solution to end the war in the Gaza Strip.

What has been the state's aspirations so far on centre state relations?

[1] Residuary power: Rajamannar Commission 1971 was formed by DMK govt in Tamil Nadu. It demanded readjustment of the VII schedule and residuary power to the states.

[2] Limited Jurisdiction of centre: Anandpur Sahib Resolution 1973 adopted by Akali Dal demanded that the Centre’s jurisdiction should be restricted only to defence, foreign affairs, communications, and currency.

[3] Border claim: Most of the political parties in Punjab, passed a resolution in 2021 against the Centre's move to expand the jurisdiction of the BSF from 15 kilometres to 50 kms along the international border in Punjab.

[4] Post of chancellor: Amid a row with Governor R.N. Ravi over control of universities, CM M.K. Stalin said that the Chief Minister, “elected by the people”, should be the Chancellor of all State universities so that the people’s collective wish could be fulfilled.

[5] President rule in states: Arvind Kejriwal in 2016 said President’s Rule should be disallowed in states unless a floor test proved the government had lost majority.

[6] Delete post of Governor: Bihar CM Nitish Kumar in 2016 demanded the country’s political system has no place for governors and the post should be dropped altogether. The state’s CM should have a greater say in the appointment and removal of a governor following Sarkaria commission.

Context: When the Taliban retook control of Afghanistan in 2021, then-Pakistani Prime Minister Imran Khan congratulated them, as did groups such as al Qaeda and Hamas. But rather than continuing as Islamabad’s proxy, the Taliban have reversed roles, providing safe haven for terrorist and jihadi groups, including the TTP.

When they got in?
: Many of the migrants fled Afghanistan in the 1970s during the Soviet war.

Why Pakistan is forcing Afghan migrants to leave?
[1] Violence: Pakistan government has accused Afghan migrants of involvement in terror attacks (by Tehreek-e-Taliban Pakistan), street crimes, and organised crimes such as drug trafficking.
[2] Poor economy of Pakistan: Pakistan’s economy is in dire straits, and it says undocumented migrants who pay no taxes are a drain on its scarce resources.


Implications
[1] Women education: Women and girls who return will not be allowed education or jobs.
[2] Uncertainty: Afghanistan struggling under the weight of a collapsed economy, devastating earthquakes, food insecurity, and human rights violations under the Taliban regime.
[3] Business class: Many built businesses, obviously with Pakistani official complicity, which they are being compelled to sell at dirt cheap prices. This is because Pakistan is permitting departing refugees to take only ₹50,000 with them.
[4] Difficulties in documentation: Many of the migrants fled Afghanistan in the 1970s during the Soviet war, and have little ties to, or opportunities in, their home country. Many were born in Pakistan.

Possible options to correct friction between states and Governor

[1] Abolish the office of governor: Many political leaders starting from C. N. Annadurai to Nitish Kumar have called for the abolition of the Governor’s post in the past. However, as per our Constitutional scheme, there is a need for a nominal head of the State executive just like the President for the Union executive.

[2] Consultation while appointment: As the Supreme Court observed, it is necessary for the Governors and Chief Ministers to do ‘a little bit of soul-searching’. The Constitution may be amended to provide that the Chief Ministers shall be consulted before appointment of the Governors.

[3] Role of state in removing Governor: The recommendation of the Punchhi Commission that Governors may be removed through an impeachment by the State Legislature can also be considered. This would arm the State legislatures with the power to remove an uncooperative Governor.

[4] Assents within a time period: Punchi Commission 2010 had recommended that the Governor should take a decision with respect to a Bill presented for their assent within a period of six months. However, It has not been implemented till date.
