Visionary decision making happens at the intersection of intuition and logic
This is an essay that was asked in UPSC CSE 2023. The essay revolves around visionary decision-making with the help of intuition and logic.
How Dr Ambedkar and Gandhi were different in principles?
[1] Dr. Ambedkar wanted a progressive post-war constitution based on a big state with the authority to ensure law and order, separation of powers to prevent overreach and a range of fundamental rights to capture the global move towards universal human rights for all. Gandhi found such a constitution “entirely Western” but grasped its prospect of consensus instinctively.
[2] Dr. Ambedkar believed that India needed a powerful state machinery that could ensure law and order at the margins of the country. Gandhi on the other hand believed that a large state would be too distant from the people.
[3] For Ambedkar, the state would be duty-bound to manage the economy and control industries for the common good. But for Gandhi, self-sustaining villages based on agriculture and cottage industry were the way forward.
[4] Centuries of feudalism, sectarianism and casteism would be uprooted, in Ambedkar’s vision, through fundamental rights to life, liberty and equality for every individual. Gandhi thought differently: history could not be undone by a policy document such as a constitution — it needed individuals to change themselves.

Why did Hamas attack now?
1. Growing demand for reaction: The policies of the far-right Israeli government enabling settler violence in the occupied West Bank and Jerusalem led to a sense of desperation among Palestinians and growing demands for a reaction. At the same time, the rising tensions in the West Bank caused by these policies necessitated the shift of Israeli forces away from the south and into the north to guard the settlements. This gave Hamas both a justification and an opportunity to attack. Also, Israeli Prime Minister Benjamin Netanyahu, in September 2023, while addressing the 78th Session of the UNGA in New York City, held up a map of 'The New Middle East' without Palestine. 'The New Middle East' illustration showed the West Bank and Gaza within the boundaries of Israel.
2. Arab-Israeli normalisation: In recent years, this process further diminished the significance of the Palestinian issue for Arab leaders who became less keen on pressuring Israel on this matter. Palestinian interests and concerns did not figure in these normalization discussions. Given the extremist political coalition that Mr. Netanyahu heads, there was no interest in Israel to give even lip service to Palestinian aspirations for a sovereign and viable state or accept East Jerusalem as the capital of that state. The Palestinians have got the impression that the historical Arab-Israeli conflict is now more of an Israel-Palestinian issue.
3. Cornering Palestine with the help of US: Trump administration had shifted Embassy from Tel Aviv to Jerusalem without taking Palestinian into confidence. Even during Palestinian cause was missing in Arab-Israel deal.
4. Domestic politics: Netanyahu is alleged to have employed the tactic of undermining the Palestinian Authority through the policy of ‘divide and conquer’ to scuttle the two-state solution by arguing that Israel has no credible ‘partner for peace’ among the Palestinians; in effect, making Palestine a ‘problem with no solution.’ This ploy enabled him to retain the support of the right-wing and religious parties, which his coalition government had been dependent on for its survival.
5. Weakening institution: There was a political instability in Israel. Whenever such instabilities are witnessed, enemy takes advantage of it. For instance, after demise of pundit Nehru, there was political instability in India where Lal Bahadur Shastri was assumed as a weaker PM. Consequently, Pakistan attacked on India in 1965.
