And the reason was this: society's disregard for minor offenses (throwing trash in the wrong places, vandalism, drinking in public places, jumping turnstiles at subway entrances) increased the likelihood of people committing similar or more serious unlawful acts.
And as soon as the city began to clean up, clear out and fix windows, the crime rate dropped drastically.
