በትግራይ ክልል መቐለ ከተማ ፕሬዚዳንት ጽሕፈት ቤት አካባቢ ያለው ሁኔታ ምሽቱንም ባለበት መሆኑን፣ የትግራይ "አርሚ 31 እና 22 " ታጣቂ ኃይሎች የፕሬዚዳንት ጽሕፈት ቤት ቢሮ እንደከበቡ መሆናቸውን የዓይን እማኞች ዛሬ ከሰዓት በኋላ ለቲክቫህ ኢትዮጵያ ተናግረዋል።
" የድምፂ ወያኔና ትግራይ ቴሌቪዥን ያለበት አካባቢ አሁንም (ከቀኑ 9 ሰዓት 30 ገደማ) እንደተዘጋ ነው። ቦታው በታጣቂዎቹ ተከቧል " ነው ያሉት።
ጉዳዩን በትክክል ያጣሩ የዓይን እማኞች፣ " ሐውልቲ ላይ ፍንዳታ ነበር። ድምፂ ወያኔ፣ ትግራይ ቴሌቪዥን ሠራተኞች ከቢሮ እንዲወጡ ተደርገዋል፤ ይህንን ታጣቂዎቹ ተቆጣጥረውታል " ሲሉ ለቲክቫህ ኢትዮጵያ ተናግረዋል።
በፍንዳታው የተጎዳ ሰው ይኑር አይኑር እስካሁን በትክክል የታወቀ ነገር እንደሌለ የገለጹት ነዋሪዎቹ፣ " የፕሬዚዳንት ጽህፈት ቢሮ አካባቢን፣ ድምፂ ወያኔን፣ ትግራይ ቴሌቪዥንን፣ ሐውልቲን ታጣቂዎቹ ተቆጣጥረዋል " ነው ያሉት።
ቲክቫህ ኢትዮጵያ ባሰባሰበው መረጃ ደግሞ ፍንዳታው የቦምብ ይሁን ሌላ የነፍስ ወከፍ መሳሪያ ባይታወቅም ድምጹ ግን ሰማዕታት ሀውልት ግቢ ካለ ደን ውስጥ ነው የተሰማው።
በሌላ በኩል ነዋሪዎቹ ምሽት 3 ሰዓት ያለውን ሁነት ሲያስረዱ ፣ " ሁኔታው እንዳለ ነው ያለው። ተኩስ ነበር፤ የተኩሱ ውጤት ገና አላወቅንም። አሁን ግን ትንሽ ረጋ ብሏል" ብለዋል።
በትግራይ የሚስተዋለውን አለመረጋጋት በተመለከተ ነዋሪዎች በሰጡት አስተያየት፣ " ገበያ ላይ ያለው ሁኔታም ከሽንኩርትና ቲማቲሞ በስተቀር የሌሎቹ ሸቀጦች ዋጋ ንሯል። ስራም ተቀዛቅዟል" ያሉት ነዋሪዎቹ፣ "ከዚህ ቀደምም ብዙ አስተያየት ሰጥተናል፤ ሰሚ ግን የለም። ህዝቡ ሰለቸን ካለ ቆዬ፤ ይበቃችኋል ብሏል። ገላጋይ ነው ያጣነው " ብለዋል።
ቲክቫህ ኢትዮጵያ፣ ለጉዳዩ ምን ምላሽ እንዳላቸው የትግራይ ሰላምና ጸጥታ ቢሮ ለማነጋገር ቢሞክርም፣ ባለስልጣናቱ በተደጋጋሚ ሲደወልላቸው ስልክ አልመለሱም።
ጉዳዩን በተመለከተ ዛሬ ረፋድ ቲክቫህ ምላሽ ጠይቆት የነበረው ሰላምና ጸጥታ ቢሮው፣ " በሁኔታው ገና ስራ ላይ ስለሆንን መጀመሪያ ስራውን እንጨርስ " የሚል ምላሽ ሰጥቶ ነበር።
ለጉዳዩን ለማርገብ ምን እየተሰራ እንደሆነና ምን አስተያየት እንዳላቸው ቲክቫህ ኢትዮጵና የጠየቃቸው የመንግስት ኮሚዩኒኬሽን አገልግሎት ሚኒስትር ዴዔታ አቶ ከበደ ደሲሳ፣ ለጉዳዩ የሚሰጡት አስተያዬት እንደሌላቸው የሚገልጽ አጭር የጹሑፍ ምላሽ ሰጥተዋል።
ከምሽቱ 4:00 ሰዓት ጀምሮ በመንግስት የስራ ሃላፊነት ላይ የሚገኙ ከፍተኛ የህወሓት ካድሬዎች የተነሳው ተቃውሞ በውይይት ሊፈታ እንደቻለ ፤ ውይይት የተደረሰባቸው ነጥቦች ምን እንደሆኑ ሳይገልፁ በማህበራዊ የትስስር ገፆቻቸው በስፋት በመፃፍ ላይ ይገኛሉ።
ከሰዓት በፊትና በኋላ የትግራይ ታጣቂ ኃይሎችን ተቃውሞ ተከትሎ በሰራዊት አዛዦችና የትግራይ ጊዚያዊ አስተዳደር አመራሮች መካከል ውይይት ተደርጎ የነበረ ሲሆን ፕሬዜዳንት ታደሰ ወረደ (ሌ/ጀ) ስለመገኘታቸው የታወቀ የለም።

የገቢዎች ሚኒስቴር በልብስ ስፌት አገልግሎት ላይ የሚጣለውን የኤክሳይዝ ታክስ አከፋፈል በተመለከተ አዲስ ማብራሪያ ሰጥቷል።
ሚኒስቴሩ፣ የልብስ ስፌት ፋብሪካዎች " የአገልግሎት ሰጪ ነን " በሚል ምክንያት ከኤክሳይዝ ታክስ ነፃ መሆን እንደማይችሉ ባወጣው ሰርኩላር ደብዳቤ ላይ አመልክቷል።
ከዚህ ቀደም የገንዘብ ሚኒስቴር በሰጠው ማብራሪያ፣ አምራቾች ከደንበኞች የሚቀርብላቸውን ጨርቅ የመስፋት አገልግሎት በሚሰጡበት ወቅት የኤክሳይዝ ታክስ እንዲከፍሉ አይጠየቁም ተብሎ የነበረ ቢሆንም፣ ይህ አሰራር የታክስ ገቢ እንዲታጣ ምክንያት መሆኑ ተገልጿል።
በመሆኑም በኤክሳይዝ ታክስ አዋጅ ቁጥር 1186/2012 (እንደተሻሻለው) መሠረት፣ በHS Code 50.07 እስከ 63.04 የተመደቡ የጨርቃ ጨርቅና የተሰፉ ልብሶች ምርቶች የኤክሳይዝ ታክስ የሚጣልባቸው በመሆኑ፣ የልብስ ስፌት ፋብሪካዎች ግዴታቸውን እንዲወጡ መታዘዙን ካፒታል ጋዜጣ ዘገቧል።
የገንዘብ ሚኒስቴር በቁጥር ታ/ክ/4/5/952 በቀን 01/04/2018 በሰጠው አዲስ ማብራሪያ መሠረት፦ የኢንቨስትመንትና የንግድ ፈቃድ ያላቸው የልብስ ስፌት ፋብሪካዎች ለኤክሳይዝ ታክስ ዓላማ የመመዝገብ ግዴታ አለባቸው።
በተጨማሪም " የልብስ ስፌት አገልግሎት ሰጪ ነን" በሚል ሰበብ ከታክስ ነፃ መሆን አይችሉም የተባለ ሲሆን አምራች ፋብሪካዎችና የሚመለከታቸው የሥራ ክፍሎች ይህንን አውቀው ተገቢውን ክትትል እንዲያደርጉ የገንዘብ ሚኒስቴሩ አሳስቧል።
በታህሳስ 7 ቀን 2018 ዓ.ም በገቢዎች ሚኒስትር የተላለፈዉ ይህ ውሳኔ በዘርፉ ሊሰበሰብ የሚገባውን የታክስ ገቢ በአግባቡ ለመሰብሰብና አሰራሩን ግልፅ ለማድረግ ያለመ መሆኑ ተጠቁሟል።
ይህ መረጃ ባለቤትነቱ የካፒታል ጋዜጣ ነው።

በታህሳስ 7 ቀን 2018 ዓ.ም በገቢዎች ሚኒስትር የተላለፈዉ ይህ ውሳኔ በዘርፉ ሊሰበሰብ የሚገባውን የታክስ ገቢ በአግባቡ ለመሰብሰብና አሰራሩን ግልፅ ለማድረግ ያለመ መሆኑ ተጠቁሟል።
