早前，大專學界發表聲明，促請美國國會通過正在審議的《2019年香港人權與民主法案》。我們必須理解，一個法案從最初草擬、推出、到最終可以立成法律，當中需經歷十分漫長的過程。根據美國國會程序，法案必須得到參眾兩院審議通過，方能成為有效法律條文，當中的成功率大概只有4%。可是，目前100名參議員和435名眾議員中，卻分別只有9名及8名議員承諾支持該法案。
此時此刻，我們正正需要遊說更多美國參眾議員支持，使有關法案能獲得通過，成為少數成功立法的4%法案。我們在此呼籲各位美國正式選民、或現居於美國的港人和支持者加入，以此一鍵式平台發送請願信游説你當地的參議院及眾議院代表支持《2019年香港人權與民主法案》。同時，我們亦呼籲大家邀請所有現居於美國的親戚和朋友共同響應此行動。

Despite the lack of decisive wins for the #antiELABmovement, the number of our supporters continues to increase. For those of you overseas, you may have wished to join Hong Kong protestors on the street when watching them fight for Hong Kong's autonomy and freedom. In fact, #FreedomHK G20 flashmobs are just the tip of the iceberg – there is a lot more we can do.
Dear friends in the United States, don’t miss this opportunity to lend your support to the #antiELAB protests!
The Students’ Union of Higher Institutions in Hong Kong issued a statement urging the U.S. Congress to pass the "Hong Kong Human Rights and Democracy Act 2019" that is currently under review. The process by which a bill becomes a law is fraught with challenges. According to the U.S. Congress legislative process, the bill must first undergo review by the corresponding committees in the U.S. Senate and House of Representatives. However, only 9 out of 100 senators and 8 out of 435 representatives publicly declared their co-sponsorship for this bill. We need to lobby for more co-sponsors and become the 4% that is enacted into the law.
Now we urge every U.S. VOTER and RESIDENT to lend us your strength and petition to your Senators and House of Representatives by using the following one-click platform, and lobbying them to become a co-sponsor of the ”Hong Kong Human Rights and Democracy Act 2019". Meanwhile, we encourage you to invite your relatives and friends in the United States to take action too!
