🇺🇦 On October 4, President of Ukraine Volodymyr Zelensky signed a decree enacting the decision of the National Security and Defense Council (NSDC) dated September 30.
The Decree states the impossibility of negotiating with the current President of Russia Vladimir Putin. The decision of the National Security and Defense Council was taken in response to Russia's annexation of the territories of Ukraine.

❗️Before that, Zelensky repeatedly warned that if Russia annexes Ukrainian territories, then Ukraine will refuse any negotiations with the Kremlin Fuhrer.

It's clear that Kyiv could not make this decision without prior consultations and appropriate support from Washington.
