Они (Запад) поощряли банды международных террористов на Кавказе, продвигали наступательную структуру НАТО вплотную к нашим границам... Они сделали своим оружием тотальную русофобию и десятилетиями целенаправленно взращивали ненависть к России в Украине.
Запад превратил украинский народ в пушечное мясо и толкнул Украину на войну с Россией, развязав войну еще в 2014 году;
Запад использовал вооруженные силы Украины против гражданского населения и развязал геноцид
После того, как Киевский режим отказался от мирного решения проблем Донбасса и даже заявил о своих притязаниях на ядерное оружие, нам стало ясно, что новое крупномасштабное наступление ВСУ на Донбассе неизбежно. А затем также последовала бы и атака на российский Крым... В этой связи мое решение об упреждающей военной операции было абсолютно необходимым и единственно верным.
Главная цель нашей военной операции - освобождение территории Донбасса, где за 8 лет Киевский окупационный режим создал глубоко эшелонированную линию укреплений. Их штурм обернулся бы для нас тяжелыми потерями. Поэтому наши частидрапают действуют планомерно, грамотно, бегут берегут личный состав.
Это не мы, а Киевский режим превратил людей в заложников и живой щит.
В нашей специальной военной операции принимают участие только профессиональные военнослужащие, проходящие службу по контракту, и добровольческие формирования.
Люди разных национальностей, профессий и возрастов исключительно по зову сердца встали на защиту России.
В связи с этим, я дал поручение правительству и Министерству обороны определить правовой статус таких добровольцев, чтобы их статус был таким же, как и у кадровых военнослужащих российской армии, включая высокое материальное и медицинское обеспечение.
Мы уже освободили от нацистов значительные территории Хресонской и Запорожской областей, в результате чего образовалась очень протяженная линия боевого столкновения свыше 1000 км...
Но после этого Запад дал Киеву прямое указание сорвать все мирные договоренности, касающиеся обеспечение безопасности России.
Украину стали накачивать оружием, а Киевский режим пустил в ход банды иностранных наемников.
Эти воинские части обучены по стандартам НАТО и действуют под фактическим командованием западных советников.
До начала боевых действий в Луганской, Донецкой, Херсонской и Запорожской областях проживало больше 7,5 млн человек. А теперь многие из них были вынуждены стать беженцами... потому что подвергаются постоянным обстрелам со стороны неонацистских боевиков.
Поэтому мы не можем, не имеем морального права отдать близких нам людей на растерзание этим палачам.
Поэтому парламенты подконтрольных нам территорий приняли решение о проведении референдумов.
Наши вооруженные силы успешно противостоят не только киевским нацистским формированиям, но и всей военной машине коллективного Запада. В этой ситуации считаю необходимым провести частичную мобилизацию для защиты нашей Родины.
Призыву на военную службу подлежат граждане, которые состоят в запасе.
Указ о частичной мобилизации мной подписан.
Мобилизационные мероприятия начнутся уже сегодня, с 21 сентября.

After the Kyiv regime abandoned the peaceful solution of the problems of Donbass and even announced its claims for nuclear weapons, it became clear to us that a new large-scale offensive of the Armed Forces of Ukraine in Donbass was inevitable.
