According to him, russia has resources to conduct a normal war for 12 months. Budanov also suggested that the Ukrainian Armed Forces should, at a minimum, enter the territory of Crimea by the end of the year.
On September 30, 2022, the head of the GUR expressed confidence that the war would subside in the winter of 2023, and "after the winter, the end of the conflict will begin, with the first stage being the return to the administrative borders of 1991." He predicted that the Ukrainian Armed Forces could enter Crimea by the end of spring 2023.
