@Digueirazz: Yes, they are both MODS programs, upgrading existing vehicles to the new standard. New vehicles could theoretically be produced but the US Army is not procuring newly built Bradleys or M109s. AMPVs are new builds, but include some existing government furnished material.

@captcjm @paulmcleary: All arms transfers come with end user licenses, but sales are completely different from grants. The Biden Admin has extraordinary leverage over Ukraine because they are getting grant aid. When you buy something, the EULA is basically: don't commit war crimes.
