1. Can airport operator own airline?

WHAT HAPPENED

The Centre is considering relaxing rules that restrict airport operators from owning airlines, while examining safeguards to ensure fair competition and non-discriminatory access.

CORE ISSUE
Balancing private investment in aviation with fair market competition and equal airport access.

KEY DETAILS
• Current rules restrict cross-ownership between airports and airlines to avoid conflict of interest.
• The proposal may allow airport operators to own airlines, subject to regulatory safeguards.
• Concerns include preferential treatment in slot allocation, terminal access, pricing and airport services.
• Independent regulation and transparent allocation mechanisms are proposed to ensure a level playing field.

WHY IT MATTERS
The reform could boost investment in India's aviation sector but requires strong regulatory oversight to preserve competition, consumer interest and fair access for all airlines.

KEY DETAILS
• The Centre's education expenditure as a share of total expenditure has declined over the past 12 years.
• Several States have also reduced the share of their budgets allocated to education, though the trend varies across states.

• Lower public spending may affect progress towards NEP 2020 goals and improvements in learning outcomes and infrastructure.

WHY IT MATTERS
Adequate public investment in education is essential for improving human capital, achieving inclusive growth and realising India's demographic dividend.

Pre & Mains Notes

1. India's Paddy Fields Among World's Largest Methane Emitters

WHAT HAPPENED
A study found that India's paddy fields are among the world's largest sources of methane emissions, with emissions rising due to changes in cultivation practices.

CORE ISSUE
Reducing methane emissions from rice cultivation while ensuring food security and sustainable agriculture.

KEY DETAILS
• India is the world's largest rice producer, and paddy cultivation is a major source of methane (CH₄) emissions.
• Expansion of continuous irrigation, crop residue incorporation and increased nitrogen fertiliser use have raised emissions.
• Practices such as Alternate Wetting and Drying (AWD), better residue management and low-emission rice varieties can reduce methane.
• Methane is a short-lived but highly potent greenhouse gas, making its reduction crucial for climate mitigation.

WHY IT MATTERS
Reducing methane emissions from agriculture supports India's climate commitments while promoting sustainable rice production and long-term food security.
