1. Yamuna Water-Sharing Pact between Rajasthan & Haryana
WHAT HAPPENED
Rajasthan and Haryana signed an MoU to implement the long-pending 1994 Upper Yamuna River Board (UYRB) agreement, enabling Haryana to supply 577 MCM of Yamuna water to Rajasthan through the Western Yamuna Canal.
KEY DETAILS
• Based on the 1994 Upper Yamuna Agreement among Haryana, Uttar Pradesh, Rajasthan, Himachal Pradesh and Delhi.
• Rajasthan will receive 577 MCM annually for drinking water in Churu, Jhunjhunu, Hanumangarh, Sikar and nearby districts.
• Water will be supplied after the monsoon through the Western Yamuna Canal.
• The agreement also provides for construction of the Renuka, Lakhwar and Kishau dams for basin management.

WHAT HAPPENED
The Centre asked WhatsApp to explain its proposed username-based messaging feature, citing concerns over impersonation, cyber fraud and traceability.

KEY DETAILS
• The feature allows users to connect using usernames instead of mobile numbers.

1. Constitution Articles
• Article 81: mandates population based representation
• Article 82: mandates readjustment after every Census
• Article 170: same but for state assemblies
2. History of Delimitation
• 4 set up in past: 1952, 1963, 1973, 2002
• 42nd & 84th Amendment Act (AA) legally froze seat allocation until first Census post 2026
Note: how to remember AA? 42*2 = 84
3. Conflicts around Delimitation
• North-South divide; southern states 'penalized' with successful population control
• issues around political balance among states
• last census was 2011, the exercise for the current census is going on, so next Delimitation can be expected only after the census!
• Seats redistribution is politically sensitive
