1. Frozen embryo donation rules – legal challenge

What happened
• Delhi High Court issued notice on a PIL challenging provisions of the Assisted Reproductive Technology (Regulation) Act, 2021.
• Petition questions mandatory destruction/research donation of surplus frozen embryos.

Issue raised
• Ban on donating frozen embryos for reproductive use by another infertile couple.
• Differential treatment between fresh donor embryos (allowed) and frozen embryos (barred).

Current context
• Law allows embryo creation using donor sperm/eggs.
• Frozen embryos can be stored up to 10 years; thereafter must perish or be donated to research.
• Challenge invoked under Articles 14 and 21.

Why it matters
• Impacts reproductive autonomy and equality.
• Ethical concerns over forced destruction of viable embryos.
• Access to infertility treatment for resource-poor couples.

2. Increase in defence capital spending

What happened
• Record ₹7,84,678 crore allocated to defence in FY 2026–27 Union Budget.
• Capital outlay significantly increased.

Issue raised
• Need to prioritise modernisation over revenue-heavy spending.
• Capacity of defence industry to absorb higher capital allocation.

Current context
• Capital expenditure share rose to ~27.9% of defence budget in FY27 (BE).
• Relative decline in pensions and salary share.
• Focus on Atmanirbhar Bharat and domestic procurement.

• Enhances military readiness.
• Supports indigenous defence manufacturing.
• Signals shift to investment-led defence spending.

3. Solid Waste Management Rules, 2026

What happened
• SWM Rules, 2026 notified, replacing 2016 rules.
• Rules come into force from April 1.

Issue raised
• Poor waste segregation and landfill dependence.
• Weak compliance by bulk waste generators.

Current context
• Emphasis on waste hierarchy and segregation at source.
• Bulk generators mandated on-site processing or authorised disposal.
• Polluter Pays Principle strengthened; landfill penalties increased.
