Q. You belong to Atal Bihari Vajpayee College. Tell me about the qualities of Atal Bihari Vajpayee.
Firstly, his consensual role where he was able to build consensus with the opposition themselves and was able to hold a coalition government. Secondly, his infrastructural work such as Pradhan Mantri Gram Sadak Yojana and his measures related to the National Highway Development Corporation showed his leadership.

Q. Don’t you think the current right-wing politicians are going rabid and they are not able to hold consensus?
Sir, I believe that politics is no linear trajectory and we might see that another set of right-wing politicians might hold certain values which Mr. Atal Bihari Vajpayee was familiar with. So politics changes. It is not consistent.

Q. Is there any right-wing politician who is able to hold consensus?
Mr. Nitin Gadkari is one such. He holds great consensus with the opposition candidates as well. Further, Prime Minister Narendra Modi’s visits to churches in Christmas and the mosque in Ramzan is also reflective of those values.
(He cut me and moved to the next question.)

Q. But Nitin Gadkari is not a successor. Talk about Yogi Adityanath or other leaders who might be in the succession line. Don’t you think they are going rabid?

Q. New York is one of the most capitalist cities of the world. Don’t you feel that Zohran Mamdani winning there is a contradiction?
There are several reasons. Firstly, New York is a multi-ethnic state and Indians or South Asians hold greater relevance there as well. Secondly, the welfare stance of Mr. Zohran Mamdani also holds relevance with a lot of people.
(He cut me and started asking the next question.)

Q. Why are you learning French?
I wanted to learn about the movies such as La Haine and The Untouchables in their own language rather than going through translations. I was more inquisitive and thus I studied French so that I am able to understand those movies in a specific manner.

Q. You are a sociologist. Why are right-wing politicians rising globally?
Firstly, the clash of civilization and migration, which sociologist Samuel Huntington says causes clash of civilizations, is happening, leading to intermingling of cultures and tensions between different sets of peoples. Secondly, the emotional contact and the core is struck much more by the right-wing politicians in an emotive manner.

Q. Are opposition leaders in India going rabid?

Yes sir.

Q. Have you read The India Way? What are its contents?
Firstly, his book is about how India is shifting from non-alignment to multi-alignment in the future. Secondly, how India can navigate in a turbulent world where wars might be happening and that those lessons are still relevant after the Russia-Ukraine and Israel-Palestine war. Secondly, he mirrors the importance of Arthashastra in the current international relations.

Q. Do you think PM Nehru applied Arthashastra?
Sir, Mr. Nehru did apply Arthashastra indirectly. There is one component of Arthashastra called Yan, and other components such as the confidence-building measures are there. So he tried to do that with China in the Panchsheel agreement in the 1950s.

Q. Was the failure of 1962 related to misunderstanding by Nehru or some other factors?
Sir, I believe that his motives and methods were good. However, the fact that the onus lies on China, that they detracted from the agreement.

As the Honorable CDS Anil Chauhan has also said recently that Panchsheel agreement for China was just a commercial agreement, but India thought that it sealed the boundaries as well. So there was difference in the understanding. So the onus lies on China and not on India as such. Also, the Air Force preparation was not up to the mark during that time.

Q. In the Third Battle of Panipat, was the Marathas’ fall related to leadership position or military position?
There were several factors. The first factor is that there was the military factor. There was lack of technical upgrade or the guns or artillerys which the other parties possessed such as Ahmad Shah Abdali. Secondly, the diplomatic factor was there as well. For example, the Marathas were not able to forge alliances with the Rajputs or other communities. Moreover, the lack of second-rung leadership during the battlefield. During that time when the leadership of Peshwa fell, there was no second-rung of leadership, leading to chaos in the battlefield, which ultimately led to the decline of Marathas in the Third Battle of Panipat.
Q. If you are posted as District Collector of Indore or as a general administrator, what would you do to promote tourism?
Safety and cleanliness would be the first perspective because tourism would thrive only if people are not mere spectators but are gracious hosts. Secondly, the end-to-end connectivity needs to be there. We have airports and bus depots, but the end-to-end connectivity with hinterlands remains an issue. Thirdly, the homestays or local businesses need to be promoted. I gave example of Mangal Jodi of Odisha and Gujarat. Finally, I mentioned leveraging the Incredible India campaign to promote places in Indore.
During this question there was constant grilling and counter-questioning because earlier I had worked as a Travel Concierge Officer in the tourism sector.

Q. How are 12 months, 24 hours and 365 days decided?
From cultural perspective and geographical perspective. I told him about agricultural seasons, flora and fauna and people’s observation related to the moon cycle, lunar cycle. The discussion shifted slightly to Islamic calendar. I said yes sir, it is related to Prophet Muhammad’s movement from Mecca to Medina and etc.
After this, he kept discussing and discussing. The discussion became vague and there was no clear question, yet he was still continuing the discussion.

Q. Should civil services draw talent from all over the world and make them directly district collectors?
Sir, it won’t be good for our country because the administrative power should rely in the citizens of India only. Secondly, internal security threats could emerge due to conflict of interest if foreign nationals are posted as administrative rulers. However, they could be posted in advisory roles and their recommendations could be strengthened so that their world best practices are reflected, as it happens in Singapore.

Q. Why were you not able to get the NSS C certificate?
The final step which is the NSSC certificate was happening during my college years and since during COVID certain restrictions were there, I was not able to comply with all the directions. The activities were limited and hence I was not able to get the C certificate. However, in future if I pursue my masters, then I would surely look up for it and would try to get the NSSC certificate.


Q. Tell me about the book you have written — The Council of the Beast.
The book is about animals who try to displace the zookeeper because the zookeeper was trying to replace them through metaverse, AI and synthetic animals. Thus the animals form a council and displace the zookeeper. However, as soon as they emerge winner, the internal differences soon start apart, leading to conflicts and disruptions. My book mirrors the real-life scenario in the United Nations and WTO, which start on a good premise but struggle from certain deficiencies.

Q. Tell me about the website you have created related to active ageing. What is the primary law related to elderly people?

Maintenance of Parents and Senior Citizens Welfare Act 2007. Firstly, maintenance money has to be provided to the elderly people. Secondly, not only the son and daughter but also the son-in-law and daughter-in-law are responsible for providing the maintenance and taking care of the elderly. Thirdly, the provisions related to enforcement are the six months fine as well as ten thousand rupees fine. The maintenance tribunal can also order eviction. If the elderly people’s properties were transferred and after the property transfer they are not taken care of properly, then the property transfer stands null and void.

I feel post introspection, would have said- Good sir, at least we can expect two gold medals in single edition of olympics (Never happen before) and made everyone laugh ( Mental alertness )

Takeaways-
1. Board was really cordial, which I heard from so many, it is absolutely true. They rarely cut us short, will listen us carefully until we complete our answer.
2. We don't realise the time inside, it seems like abhi to gaya tha andar. It was my personal experience.
3. It's doesn't match to Mocks but Mocks are equally important. Give sus fodder of questions.
4. Seating arrangement is round table with six chairs, five esteemed people waiting for us to have cordial conversations, again personal take. Seating arrangement of Mocks is content making driven.
5. They are looking for depth and variety for sure, I can take guarantee of it. If you could able to mention at least three reasons in your answer by saying firstly, secondly and thirdly even if they are not asking explicitly, will get good Mark's( See the mocks for this )
6. Finally, it's all about mains Mark's, rather than PT. If your Mains went well, PT most probably going to go well.

How would you use data in administration? Sir told my answer to this question was what he expected in previous question.
Who had the most impact on Indian cricket - Kapil Dev, Dhoni or Rohit Sharma. (I answered even though I haven't watched Kapil Dev he laid the foundations and turned a team of nonbelievers to believers.) Sir told I have a fast bowler bias. But seemed to be happy I mentioned Kapil Dev.
