As the Honorable CDS Anil Chauhan has also said recently that Panchsheel agreement for China was just a commercial agreement, but India thought that it sealed the boundaries as well. So there was difference in the understanding. So the onus lies on China and not on India as such. Also, the Air Force preparation was not up to the mark during that time.

Q. In the Third Battle of Panipat, was the Marathas’ fall related to leadership position or military position?
There were several factors. The first factor is that there was the military factor. There was lack of technical upgrade or the guns or artillerys which the other parties possessed such as Ahmad Shah Abdali. Secondly, the diplomatic factor was there as well. For example, the Marathas were not able to forge alliances with the Rajputs or other communities. Moreover, the lack of second-rung leadership during the battlefield. During that time when the leadership of Peshwa fell, there was no second-rung of leadership, leading to chaos in the battlefield, which ultimately led to the decline of Marathas in the Third Battle of Panipat.
Q. If you are posted as District Collector of Indore or as a general administrator, what would you do to promote tourism?
Safety and cleanliness would be the first perspective because tourism would thrive only if people are not mere spectators but are gracious hosts. Secondly, the end-to-end connectivity needs to be there. We have airports and bus depots, but the end-to-end connectivity with hinterlands remains an issue. Thirdly, the homestays or local businesses need to be promoted. I gave example of Mangal Jodi of Odisha and Gujarat. Finally, I mentioned leveraging the Incredible India campaign to promote places in Indore.
During this question there was constant grilling and counter-questioning because earlier I had worked as a Travel Concierge Officer in the tourism sector.

Sir, it won’t be good for our country because the administrative power should rely in the citizens of India only. Secondly, internal security threats could emerge due to conflict of interest if foreign nationals are posted as administrative rulers. However, they could be posted in advisory roles and their recommendations could be strengthened so that their world best practices are reflected, as it happens in Singapore.

The final step which is the NSSC certificate was happening during my college years and since during COVID certain restrictions were there, I was not able to comply with all the directions. Q. Tell me about the book you have written — The Council of the Beast.
The book is about animals who try to displace the zookeeper because the zookeeper was trying to replace them through metaverse, AI and synthetic animals. Thus the animals form a council and displace the zookeeper. However, as soon as they emerge winner, the internal differences soon start apart, leading to conflicts and disruptions. My book mirrors the real-life scenario in the United Nations and WTO, which start on a good premise but struggle from certain deficiencies.

1. You have studied Electrical Engineering and worked in Electrical Engineering sector for so long. Why the sudden change to Revenue Administration
2. What is the issue with solar energy in terms of grid stability.
3. What are steps taken to address such issues
4. Why do you transmit electricity at High Voltage and how is HVDC lines so important and in news now.
5. Do you know any HVDC projects being done?
6. Tell me about the role of transmission utilities? What is the role of PowerGrid Corporation of India and State utilities?
7. What is smart grid? How does it help deal with new age issues in transmission
2nd member- Couldn't answer that convincingly for what he was looking for. Monologue King
1. You work as a Revenue officer. Tell me how can AI help in Revenue admin. ( Some to and fro on this . I spoke digitisation and Naksha project but he wanted something hardcore AI. Fuck AI)

3. Don't you think that the people involved in revenue administration themselves don't want transparency?

I tried convincing him ki it can be cost prohibitive considering shipping costs, import duties etc but he doubled down on it so declined i am not aware of such measures but had it been viable it would surely have been explored)
9. Why is welding of aluminium not done? I can get steel chair welded at Lajpat Nagar but I never see aluminium getting welded and i have to repurchase entire structure.
(Tried convincing him that welding temp is much higher than melting point of aluminium but usko welding karwana hi hai)
10. Why is someone not developing technology to weld aluminium?(answered someone surely has made the technology but it is not prevalent due to cost
effectiveness)

2. So OREDA deals only with Rooftop Systems? Why so much focus on RTS
3. What is the share of renewable in Odisha's power sector?(Made a blunder of saying 1GW in 130 GW instead of 13 GW)
4. Why such low penetration?
5. What all is OREDA doing to increase share if renewables in Odisha? (Said it's moving away from solarization of government buildings to making solar parks in unused lands for MW scale projects but issues exist as evacuation infrastructures are not enough to justify building such projects)
6. What is the current situation of Odisha and what sectors do you want to work on immediately if sent on ground ( Health and Tribal upliftment)
7. You suggested differences in tribes of North and South Odisha. Elaborate ( North - much more mainstreamed and better access to govt schemes.

10. In such scenario how does Odisha remains attractive to those who seek mining opportunities( i said irrespective of what happens Odisha will always remains attractive but the question is that whether people are open to such projects on their land given past experiences)
4th Member- Khadoos- Fumbled a lot here.
1. What do you mean by criminal justice system?
2. You missing two important components and upon being hinted said Jail Administration
3. Have you ever been to jail? ( Started laughing and then chairman gave a stern look and he stopped)
4.What were your observation when you visited jail? (Said high no. of people with petty crimes, POCSO cases)
5. I don't even consider POCSO as a relevant provision anymore unless it's explicitly rape. What else type of criminals you saw? ( Said many theft and robbery undertrials and murder convicts. Agreed and said so many cases where people kill each other in anger etc. I suggested yes many cases of crimes of passion were there. He elaborated and talked a bit about that)
6. What do you think is the issue with jail( overcrowding, large no. of undertrials)

6. All the CJIs keep saying that Bail is Norm and what not why doesn't it translate on the ground?(Said District Judges are sceptical of bail in fear of public judging them and there is a vicious cycle of prosecution, defence and judges trying to keep people in jail and not not out)

8. What do you think of corruption that happens in government offices?
9. Officers paisa isiliye khatey hain taki kisi aur ko khila sakey. Do you agree with this statement. ( I said I do agree sir and I have seen many such instances where such cases happen. Again he laughed and asked the next member.

1. So after independence 3 cities were designed as modern cities in a planned manner. What are those( I said I know of only 2- Bhubaneswar and Chandigarh. He added third as Gandhi Nagar)
2. What do you want to tell me about Bhubaneswar as a planned city( told him how Gov of Odisha then had planned a new admin capital in Odisha with Cuttack as the residential hub and then he went to Punjab as the Governor and envisioned Chandigarh based on ideas gained from BBSR)
3. What differences do you find in a planned and unplanned city? (I took the example of Bhubaneswar and Cuttack and suggested how roads, municipal admin priority defer, how certain community occupy certain areas in old cities leading to ghettoisation but in new cities the spread is much more liberal. He added that amenities are not that far off in new cities)
4. Do you think Smart City intiative was a success
5. Do you know about Pipili( i answered and also added about Raghurajpur)
6. What do you like about Sri Jagannath culture? As a Bengali guy who grew up in Odisha don't you have some kind of cognitive dissonance when you see issues like Rasogolla controversy.
Was answering that and Chairman intervened and said almost 40 mins is over and the member abruptly stopped. I didn't realise whether the interview was over or not and then the Lady Member said it's done aap jaa sakte ho.
Might have missed one or two questions
Mocks- Almost all major ones
Real board questions were not at all similar to that of those asked in Mocks rather ChatGPT Pro helped more in predicting than mocks.
Overall I felt it was a very average interview in terms of how i answered and how I could have answered and I fared better in mocks than the real one.
