If it's an withdrawal from a user, an anonymous entity has collected bitcoin from Huobi into 36KAwNUR8VeLpUfGwdk7LEN6F4yvoRWMjn, and deposited it back into Huobi. This is an inefficient and unusual case.

We are currently double checking with Huobi. We'll keep update it via the CQ outliers page.
