The basis is the doctrine of abandonment: if funds have not moved for 14 years, they can be considered ownerless. Owners were given 90 days to confirm their rights — either by making a transfer or through the bank’s website.

The initiative sparked controversy, as it could set a dangerous precedent for legalizing claims to other people's assets.

It remains unclear how the bank intends to access the funds if the owners do not respond.
