CPP: Majority of NPA units advance, even as some suffer setbacks last year

On the occasion of the 57th anniversary of the New People’s Army (NPA), the Communist Party of the Philippines (CPP) reported that majority of NPA units across the country are steadily advancing. The Party's Central Committee stated that since launching a rectification movement in late 2023, the NPA's positive developments have outweighed the setbacks.
The CPP acknowledged that while some units have faced losses, the majority have successfully preserved their strength, expanded their operational areas, broadened their mass base, recruited new Red fighters, and executed various tactical offensives and guerrilla actions.
A CPP Negros Island Regional Committee report highlighted this trend, noting that units under the Negros Island Regional Operational Command (Apolinario Gatmaitan Command) continue to operate across five guerrilla fronts. Over the past year, these units have consolidated existing mass organizations and recovered territories previously subjected to intense militarization.
As a result of these efforts, the revolutionary movement in Negros Island recorded a 21% increase in its mass base. Additionally, between March 2025 and the present, NPA units launched 56 military actions of varying scales, successfully seizing 16 firearms, ammunition, and other war materiel.
"Step by step, adjustments are being made in the mode or method of guerrilla methods, to ensure the tight bond with the masses while raising our ability to evade and outmaneuver the enemy's heavy presence," the CPP Central Committee said. The leadership declared that the NPA is firmly regaining its strength and anticipates a resurgence in the coming period.
The Party also dismissed President Marcos' declaration from last year that there are "no more guerrilla groups" in the country as mere bluster. "Another year has passed without them achieving their stated goal. In various parts of the country, NPA guerrilla units continue to fight," the Central Committee asserted.
The Party further emphasized that the Marcos policies are inadvertently driving more people, particularly the youth, toward the movement. The CPP reported a rise in the number of young recruits from both urban and rural areas responding to the call to support and join the people's army. "The NPA is continuously being infused with new blood, renewing its strength to advance the armed struggle," the statement concluded. #

Condemn the US military for use of civilian transport vessels for Balikatan 2026

The Communist Party of the Philippines strongly condemns the US military for using civilian vessels and facilities to move and preposition its military vehicles and equipment in Cagayan de Oro, and the subsequent transfer of those vehicles from the city in northern Mindanao to Subic Bay in Zambales using commercial ro-ro ships.
It was reported that the US military brought Humvee military vehicles into the city during the war games conducted last March. Commercial marine vessels were then contracted by the US military to move these vehicles to Luzon to be used in Balikatan exercises scheduled to take place this month.
It is a slap on the face of the people of Cagayan de Oro that war matériel were transported to their city without their knowledge, even after various groups and local government officials expressed sentiments against the presence of US soldiers in their city, who were seen checking in at local hotels.
The transport of American war equipment in the country, and the use of commercial facilities, were done in outright contempt of Philippine sovereignty.
The US military's use of civilian vehicles deliberately blurs the distinction between civilian and military, which turn civilians and civilian property into military targets. This is a clear violation of the principle of protection of civilians in military conflicts.
The intent of US military is clear. It claims the use of civilian ships is being done at "peacetime" but is clearly a "rehearsal" for wartime, which will expose civilians to acts of reprisal by the US military adversaries.
The Party condemns the 4th ID for colluding with the US military in deceiving the Filipino people, particularly the residents of Cagayan de Oro. It chose to put to risk the people in the city and nearby areas than disobey the orders of their American masters.
It is a gross affront on the patriotic senses of the Filipino people that the country hosts these soldiers who belong to the same military force that carried out the recent brazen attack on sovereign countries, and the killing of thousands of civilians in the month-long bombing of Iran throughout March.
The Filipino people must continue to rise up and resist how the Philippines is being used by the US military as springboard for military aggression around the world.

The ruling classes celebrate and feast, while the oppressed masses are shrouded in sorrow over the deaths of their Red fighters who gave their all in fighting the fascist monsters in Toboso, Negros Oriental last April 19.
The fog of war hangs thick over Toboso as the Marcos fascist regime and its Armed Forces of the Philippines scramble to control the narrative and spread disinformation. The facts surrounding the supposed encounters that took place Sunday morning remain unclear. Hundred of people across villages and communities have been forced out of their homes as the fascists impose full military control over the town.
The fascist AFP vilify the people's fallen heroes without end as "terrorists" and "criminals" in their desperation to justify their merciless war of suppression and to bury the gross abuses they inflict on the people.
The people of Toboso would have none of the lies of the AFP. They are the first to attest how dearly the Red fighters of the NPA served the people in their daily toil and in their struggle to defend their welfare and rights. They regard the NPA fighters as their own sons and daughters, who render selfless service as doctors, dentists, farmhands, and teachers to their children.
Let us remember and honor the fallen warriors of Toboso. Let us drape their coffins with the Red banner of revolution, raise our fists and amplify our voices as we march to bring them to their graves. Let us turn the people's grief to even greater revolutionary determination to carry forward the people's war.
The sacrifices and heroism of the fallen Red fighters of Negros are certain to inspire even greater numbers to wage resistance and advance the revolutionary cause. People's warriors fall, but the people's war endures. The ground nurtured by the blood of the people's heroes will spring forth even more leaders of mass organizations, Red fighters of the New People's Army, and Party cadres.

Resist Marcos plans to cede 1,600 hectares to the US imperialists

The Communist Party of the Philippines (CPP) vigorously condemns the Marcos regime for its reported plan to establish a 1,600-hectare Economic Security Zone, and to grant the United States blanket extra-territorial rights over this so-called industrial hub under the so-called Luzon Economic Corridor. The Party calls on the Filipino people to unite and take action to resist this gross sell-out and act of betrayal of Philippine sovereignty.
Marcos must be held to account for this brazen act of subservience to US imperialists. The puppet regime is practically ceding part of the country under the guise of an "economic security zone" that will be operated under US common laws with diplomatic-style protection. The initial lease will be for two years, during which it will operate tax free, and is renewable for 99 years.
This "economic zone" will practically be American territory in Luzon for a century. Having ceded political and legal authority over this land, the Philippines will not be able to stop the US from using this land for military production, stockpiling or other non-economic purposes.
Reports indicate that this will be established on public land at the former US Clark Air Base in Pampanga, covering much of the ancestral land of the Aetas. The plan to set up this US zone will likely force them out of what is left of their ancestral land, as well as dispossess other peasant communities of their homes and farms, both within and in surrounding areas. Marcos haste to cede vast tracts of land to American capitalists starkly contrasts to how millions of peasants remain landless despite decades of labor and amortization payments.
The project will give the US greater control of the country's key resources. The declared aim of this project is for the US to secure supply chains for critical minerals and other resources by moving processing of Philippine exports away from China, under its so-called Pax Silica initiative. The undeclared aim of the US is to have exclusive control of the Philippines as part of its imperialist sphere of influence and control.
This planned economic zone takes away the country's ability to exercise an independent foreign policy. It nullifies Philippine national interest, and tethers Philippine foreign policy more tightly to the US, aligning the country with US national interests, and pitting Filipinos against American adversaries, especially China. It pulls the Philippines deeper into the rising spiral of imperialist conflicts.
The project is being touted as an "industrial hub," but has nothing to do with developing the local economy. It will only tie the country down further as a supplier of raw materials and cheap labor. It will also likely reopen Pampanga's cities to the harmful presence of American soldiers and nationals, which became a cesspool for prostitution, drugs and other anti-social activities during the height of operations of the US Clark Air Base. The planned US economic zone to extract and process crucial minerals is bound to accelerate the destruction of the country's environment, as American companies seek to extract greater amounts of nickel, copper and other minerals critical for the production of semiconductors that serve as crucial components of US jet fighters, drones, missiles and other modern armaments for military aggression (such as the bombing of Iran and assault on Venezuela), as well as industrial machinery and commercial commodities.
Under its full control, the US boasts that the economic zone will fully utilize "artificial intelligence" to reduce the need for workers. Some neoliberal economists who are cheering the project are raising false hopes that this project will help alleviate Philippine unemployment or help boost the local economy.
That the "economic zone" will be under full US sovereignty underscores how it will only reinforce the backward, agrarian and non-industrial state of local production. The Philippine Revolution Web Central (https://philippinerevolution.nu/), the official digital portal of the Communist Party of the Philippines, has been under a relentless and large-scale Distributed Denial of Service (DDoS) attack since 6:15 p.m. yesterday, April 22.
We hold the Armed Forces of the Philippines (AFP) and the National Task Force-Elcac as directly responsible for this information sabotage. Likely aided by the cyber-warfare units of the US military, they are the only agencies capable and motivated to carry out attacks of such scale.
The attack was carried out at the precise time that the Armed Forces of the Philippines (AFP) is being exposed for the recent carnage perpetrated by the 79th Infantry Battalion in Toboso, Negros Occidental last April 19.
The claims of military officers that 19 Red fighters of the New People's Army were killed in a firefight are being exposed as a blatant lie. Independent investigations have revealed that civilians, including a reknowned community journalist, a prominent student leader, peasant organizers, and local residents were among the victims of the massacre.
Alongside this attack, our social media channels are being bombarded by coordinated troll networks spewing vitriol to drown out voices critical of the military. The same troll networks can also be observed attacking social media pages and accounts of progressive groups and individuals, as well as friends and families of the victims of the Toboso massacre.

We condemn in the strongest terms possible the Armed Forces of the Philippines, particularly the 79th Infantry Battalion, for the indisriminate and inordinate killing of 19 people, both Red fighters of the New People's Army, and unarmed individuals in Barangay Salamanca in Toboso town, Negros Occidental last April 19.
We honor the squad of ten Red fighters of the NPA who fought the fascists to their last breath. They are:
1. Roger Fabillar (Ka Tapang), who served as NPA commander of the Northern Negros Front
2. Sonny Boy Caramihan, 28, from Barangay Bagonbon, San Carlos City;
3. Rene Villarin Sr, 58, Barangay Marcelo, Calatrava, squad leader;
4. Pedro Bonghanoy, medical officer, Barangay Libertad, Escalante City;
5. Arnel Javoc, 32, from Barangay Lalong, Calatrava;
6. Joros Caramihan y Ramos, 18, from Don Salvador Benedicto;
7. Maria Clarita Branzuel Blanco (Ka Sanim/Pat), Political Instructor; and
8. Genevieve Balora (Ka Raia), from Bacolod City, district Party cadre
9. Labskie Purisimia Enustacion, 33, of Sitio Tinibawan, Barangay Bug-ang, Toboso

We commiserate with the loved ones and comrades of the fallen Red fighters of the NPA. Their deaths weigh heavily on our hearts. As revolutionary warriors, they all selflessly served the Filipino people, especially the oppressed and exploited peasants and farmworkers of Negros. They were deeply loved by the masses. Defying the military clampdown on their communities, people of Toboso and Calatrava lined up in long convoys to bring their beloved Red fighters to their final resting place, by way of expressing their high respects and deep gratitude.
The New People's Army suffered a tactical defeat that fateful day, but remains clear-sighted and determined to advance along the revolutionary path towards strategic victory. The valiant stand and heroism of its Red fighters in Toboso inspire the oppressed masses to rise and resist through armed revolution. We condemn in the strongest terms possible the Armed Forces of the Philippines, particularly the 79th Infantry Battalion, for the indisriminate and inordinate killing of 19 people, both Red fighters of the New People's Army, and unarmed individuals in Barangay Salamanca in Toboso town, Negros Occidental last April 19.
We honor the squad of ten Red fighters of the NPA who fought the fascists to their last breath. They are:
1. Roger Fabillar (Ka Tapang), who served as NPA commander of the Northern Negros Front
2. Sonny Boy Caramihan, 28, from Barangay Bagonbon, San Carlos City;

We commiserate with the loved ones and comrades of the fallen Red fighters of the NPA. Their deaths weigh heavily on our hearts. As revolutionary warriors, they all selflessly served the Filipino people, especially the oppressed and exploited peasants and farmworkers of Negros. They were deeply loved by the masses. Defying the military clampdown on their communities, people of Toboso and Calatrava lined up in long convoys to bring their beloved Red fighters to their final resting place, by way of expressing their high respects and deep gratitude.
The New People's Army suffered a tactical defeat that fateful day, but remains clear-sighted and determined to advance along the revolutionary path towards strategic victory. The valiant stand and heroism of its Red fighters in Toboso inspire the oppressed masses to rise and resist through armed revolution. The officers and operating troops of the AFP are culpable for willful and indiscriminate killing. They must be made to account and punished for their gross crimes under international humanitarian law.
Video footage from the AFP's own drone cameras has also surfaced on social media showing Ka Tapang was alive, and apparently in no position to give battle. This indicates that he was summarily killed by the fascists, instead of being taken in as prisoner of war. We urge other conscionable elements of the AFP who possess other drone footages to smuggle these out and step forward to reveal real accounts of how the brutal crimes were carried out, against the stories being weaved by their superiors.
The AFP is desperately trying to cover up their crimes, concocting twisted facts to prop up its lies. The AFP's initial claim that seven firearms were recovered from the site was later "updated" to 20 (later 24), to make it appear that all those killed were armed combatants.
The AFP forcibly evacuated local residents then cordoned them off to impose an information blackout and prevent the media and independent groups from conducting interviews and an effective investigation into the massacre. Days later, a military-organized group was allowed to conduct its own "fact finding mission," a sham designed to fabricate an AFP-certified story that aligns with their official fiction of a "legitimate operation." Incredulous, various personalities and sectors have called for an independent investigation. The Commission on Human Rights has announced it will conduct one, although it had made similar empty pronouncements in the past. Recall how it promised to investigate the 2023 Fausto family massacre in Himamaylan City, Negros Occidental involving the AFP's 94th Infantry Battalion, but has failed to come up with anything substantive almost three years since.

AFP "neutralization" of hundreds of NPA fighters, supporters are hollow claims

The Communist Party of the Philippines (CPP) today dismissed as "fictitious and desperate" the recent claims by the Armed Forces of the Philippines (AFP) that it had "neutralized" 625 members and supporters of the New People’s Army (NPA) between January 1 and May 7. The Party said the report contains hollow claims to create the illusion of victory, in order to mask its inability to stop the regrowth of the NPA across the country.
“It is farcical for the AFP to claim hundreds of 'neutralizations' after Marcos himself declared victory over the NPA last year,” said Marco Valbuena, CPP Chief Information Officer. The military's claims that 548 surrendered, that 49 were killed, 28 arrested, 25 NPA encampments captured, in fact, "all point to the fact that the NPA remains widespread and active."
"If the NPA were as decimated as they claimed last year, where did all these hundreds of fighters and supporters spring from?,” said Valbuena, adding that these numbers are all made up as part of the counterinsurgency corruption scheme.
"How much do AFP generals and officers pocket for every ‘rebel’ they claim to have ‘neutralized’?” asked Valbuena. He said that these figures are shielded from independent verification and scrutiny. “It’s all just a scheme for corruption. The bigger the number, the bigger kickbacks for AFP leadership," he said.
The CPP reiterated its long-standing criticism of the AFP’s “surrender” program (E-CLIP), noting that the military routinely rounds up civilian farmers and residents of rural communities, and forcing them to pose as "former NPA." This practice, Valbuena noted, constitutes a gross violation of civil rights and of protection under international humanitarian law (IHL).
While acknowledging the loss of several Red fighters in recent months—calling them the "best sons and daughters of the people"—Valbuena clarified that the actual number of martyrs is significantly lower than the 49 "killed in action" reported by the AFP.
"A number of these are civilians and non-combatants who were summarily executed by AFP solidiers, but portrayed as fighters who died in battle," said Valbuena. “The AFP has a bloody record of murdering civilians, captured and wounded Red fighters instead of treating them as prisoners of war. These are grave war crimes,” Valbuena said.
He cited the recent killing of 19 people in the “Toboso Massacre” in Barangay Salamanca, Toboso, Negros Occidental, last April 19, which included at least 9 unarmed individuals. Valbuena suspects that the AFP's claims of 49 killed include the civilians and non-combatants it killed in Toboso.
The Party concluded that as long as the fundamental roots of the armed conflict—landlessness, poverty, and foreign subordination—remain unaddressed, no amount of manufactured AFP statistics can declare victory over the people’s resistance.

Teodoro and his cohorts in the pro-US military and security establishment act as attack dogs for US geopolitical strategy. They advocate expanding US military presence in the country, prepositioning US war matériel and conducting endless war exercises. On the 10th year of the IAT's ruling

The Communist Party of the Philippines (CPP) joins the Filipino people in marking the 10th anniversary of the ruling of the International Arbitral Tribunal, which defined the Philippine exclusive economic zone (EEZ) in accordance with the UN Convention on the Law of the Seas (UNCLOS).
It is fitting for the Filipino people to observe this day, as it marks a victory for the country's claims of maritime rights in its EEZ (properly named as the West Philippine Sea), within the South China Sea, debunking China's claims of ownership under its so-called 9-dash line.
The Filipino people stand on strong grounds to assert their rights under the arbitral ruling. The country must continue to engage China in vigorous diplomacy to explore and pursue all possible mutually acceptable terms of cooperation consistent with the arbitral ruling.
The Marcos regime, however, is wasting the arbitral ruling's potential for peaceful dialogue and practical agreements, by being subservient to US imperial interests. Instead of pursuing diplomacy, it is deepening tensions by allowing the country to be used as springboard for US war preparations and provocations.
Against the Filipino people's interest and security, the arbitral ruling is now being exploited by US imperialism, in collusion with its lackeys in the Philippine military and defense establishment, to justify building up military forces against China.
Instead of serving the peaceful resolution of maritime disputes, the arbitral ruling is now being made to serve the US strategy of "containing" China's growth. On US urging, Japan and other US allies have expressed "support" for the arbitral ruling, to justify sending its own military forces, heightening tensions and making peaceful resolution of disputes more difficult.
It is now also being misrepresented as having granted territorial rights to the Philippines in the Bajo de Masinloc (Scarborough Shoal) to justify "joint patrols" of US and Philippine coast guard vessels in the area, as well as its continuous build up of naval forces in the South China Sea, and the deployment of troops and missiles in the Philippines.
All these dangerous moves form part of the malign strategy of US imperialism. The Filipino people must reject US claims of being a friend and ally, when it serves only its imperialist interests of imposing its hegemony and provoking war to assert its supremacy.

By personally inaugurating the MTerra Solar project, Marcos has clearly demonstrated that he is the enemy of the people. The solar project is an anti-people and anti-peasant monster project. It serves the interests of big bourgeois compradors, their foreign financiers, and bureaucrat capitalists who pocket their share from government contracts. It drives away peasants and national minorities from their land, and further undermines the country's food security, as it destroys thousands of agricultural land.

Pax Silica aggression vs determined resistance
The US imperialists and the puppet Marcos regime are aggressively advancing the Pax Silica-linked ESZ or "economic security zone" in Tarlac and Pampanga, that will siphon the country's natural wealth and deprive the masses of their land and resources. Yesterday, the US ambassador himself visited the site.
Even now, contracts (involving Prime Water and an Israeli company) to dig at least 20 wells, each 100 meters deep, are being rushed through. These wells are meant to extract ultrapure water and divert surface water from nearby Cutcut, O'Donnel and Bangut rivers.
It is believed that this water resources will be used for the cooling system of data centers and for the washing of wafers involved in semiconductor manufacturing.
The Marcos puppet regime is allowing profit-hungry monopoly capitalists to build these data centers in the Philippines, in utter disregard of the welfare of the Filipino people. This shift to the Philippines and other US neocolonies comes as New York State and more than 150 local authorities in 40 states imposed moratoriums on these water-hungry, power-hungry facilities, which have dried up water sources and driven up electricity rates.
The aggressive push of the US imperialists must be met with even more determined resistance by the Filipino people.

On the China Daily "monkey" video
The vile video released by the China Daily echoes the racist propaganda of the US imperialists in the early 1900s, when Filipinos were derided as "monkeys without tails," revealing the colonial contempt of imperial America.
Pro-American zealots like Gibo Teodoro and Jay Tarriela were quick to denonuce the video, which was clearly aimed at them and their boss Marcos, and their gross subservience to the United States. The Marcos regime invokes the arbitral ruling only to serve the US geopolitical agenda of expanding military presence in the South China Sea to provoke China and prepare for war. Their subservience to the US and anti-Chinese tirades have succeeded in baiting the China Daily to go down to new lows.
While overeager to condemn China, Teodoro, Tarriela and their pro-American cohorts remain silent amid renewed armed attacks of the US imperialists against Iran, which again have sabotaged peace negotiations, driven up oil prices, and inflicted grave hardships on the Filipino people.

Dapat batikusin ng sambayanang Pilipino ang isinagawang pulong ng Mutual Defense Board-Security Engagement Board (MDB-SEB) noong Agosto 7 sa Camp Aguinaldo, Quezon City. Pinagtibay ng pulong na ito sa pagitan ng US military at ng AFP at DND ang hindi pantay na relasyong militar sa pagitan ng imperyalistang superpower at kanyang sunud-sunurang tau-tauhan. Binigyang-daan lamang nito ang plano ng US na lalo pang paramihin ang mga pwersang militar nito sa Pilipinas, sa tabing ng mga pag-eensayo at war games, para pahigpitin ang kontrol sa Pilipinas.
Sa likod ng mga hungkag na salita ng "pamamahala sa krisis" at "kooperasyon," ang MDB-SEB ay walang iba kundi mekanismo ng panghihimasok na tuluy-tuloy na yumuyurak sa pambansang kasarinlan ng Pilipinas. Isinasagawa ito sa ilalim ng Mutual Defense Treaty (MDT), ang pinakamahabang lubid ng neokolonyal na kontrol ng US na pumupulupot at sumasakal sa mga Pilipino at ginagamit para kaladkarin ang Pilipinas sa mga sigalot at gera ng US.

Honor the martyrs of Abra and Mindoro

The Communist Party of the Philippines (CPP) pays tribute to the martyrs of Abra and Mindoro who paid the ultimate sacrifice in serving the Filipino people and fighting their fascist oppressors. They fell in battles against the fascist units of the Armed Forces of the Philippines (AFP) last July and August, keeping the people's interests and aspirations in their hearts until they beat their last.
The Party honors Moises Balabag (Ka Andrei), Eugene Hilaus (Ka Ken), Jeloven Escobilla (Ka Duma), and Eric Dayandante (Ka Chico) from the NPA-Abra (Agustin Begnalen Command). The people lost Ka Andrei last July 19 in Barangay Apao, Tineg. Ka Ken, Ka Duma and Ka Chico were martyred in encounters against the fascists in Barangay Bonglo, Licuan-Baay, in early August.
As expressed by the CPP Ilocos-Cordillera Regional Committee: "The martyrdom of Ka Andrei, Ka Ken, Ka Duma and Ka Chico must strengthen our resolve that only through the people’s war and the militant resistance of the Filipino mass movement for national liberation and people’s democracy that the root causes of mass poverty, human rights violations, social injustices and economic underdevelopment… will be brought to an end."
Together with the masses of peasants and Mangyan people of Mindoro, the Party pays tribute to Ella May Valdehueza (Ka Andeng/Aira), Ric Solangon (Ka Balawoy/Songling) and Ka Julia. They fought to their last breath against the 76th IB and 5th Scout Ranger Battalion last July 29 in Barangay Del Pilar, Naujan, Oriental Mindoro.
"Your death are as heavy as Mount Halcon, your monuments will be erected in our hearts and in every part of the Mindoro island," the CPP Mindoro Island Committee declared.
The people of Abra and Mindoro, along with the Filipino people, mourn the loss of their good sons and daughters who served as their Red fighters, teachers, doctors, and lawyers. At the same time, they are determined to carry forward the unfinished tasks of their fallen fighters, inspired by their heroism and imbued with their revolutionary spirit. In the face of intense oppression, more Red fighters continue to emerge from the depths of the people's resistance.
The Party calls on the Filipino people to keep the memories of the fallen heroes of Abra and Mindoro forever etched in their collective consciousness. Let their glorious and heroic lives of service to the oppressed and exploited masses serve as warm rays to strengthen our resolve to wage the protracted struggle until victory.
