The not-for-profit, Digital Identity New Zealand (DINZ), has provided a briefing to incoming Ministers Collins, Lee and vanVelden highlighting the opportunity to move Aotearoa New Zealand forward to become a more productive digital economy through the adoption and use of digital identity (identification).

In its briefing, DINZ emphasises the critical role digital identity plays in fostering trust in online transactions and services.

“A trusted digital economy necessitates assurances that users are who they claim to be, that the services we use are genuine and that products we purchase are what they claim to be. This ecosystem of mutual trust is crucial for any government promoting its country’s digital economy, domestically and to the world,” says DINZ Executive Director Colin Wallis.

The briefing outlines opportunities and challenges, including improving digital identity laws and implementation in New Zealand, alongside recommendations to help move New Zealand forward to a more efficient and productive economy.

Opportunities and Challenges:

Globally, the digital identity verification check market was valued at $11.6 billion USD in 2022, expected to reach $20.8 billion USD by 2027.

DINZ estimates that embracing digital identity could boost New Zealand’s economy by 0.5%-3% of GDP, equating to roughly $1.5 billion to $9 billion NZD.

Despite the positive step of passing the Digital Identity Services Trust Framework (DISTF) Act in April 2023, arguably development of digital identity in New Zealand is slower compared with international common law counterparts. However, DINZ acknowledges the positive efforts by DIA in the compilation of the rules for accreditation and its intentions regarding market uptake.

"The Independent Police Conduct Authority says police trespassed by going on to a man's property even though he had a Keep Out Private Property sign, when they were trying to deliver court documents.

Police went to the Canterbury property in December 2020 to serve Family Court documents, on the court's behalf, to the man's then partner.

Neither the man nor his partner were home, and police spoke briefly to a young person before leaving.

Following the visit, the man complained that police could not enter his property because he had revoked the implied licence enabling any person, including police officers, to enter private property to communicate with an occupier.

The IPCA said an occupier can terminate or limit the implied licence to enter and remain on private property through direct communication or unambiguous signage.

The man complained that the officers should not have entered his property because he had the private property sign up and in August had emailed the Canterbury district commander saying police could not enter his property.

The authority found that "the service of originating proceedings and a judge's minute notifying of an upcoming conference is not the execution of a court process pursuant to a court order".

It said police officers cannot be regarded as court officers for this purpose, and if the issue was urgent then there should have been an application for substituted service."

Te Whatu Ora has opened an investigation, saying an employee used government data to spread vaccine misinformation.

The staff member had no clinical background or expert vaccine knowledge, said Te Whatu Ora chief executive Margie Apa.

“It is extremely disappointing to see a staff member trying to misuse our data to spread misinformation,” Apa said.

“What he is claiming is completely wrong and ill-informed... We take the security of the information we hold extremely seriously, and this is a significant breach of trust.”

Stuff understands the alleged misinformation centred around the number of vaccine related deaths.

In New Zealand, there have been four deaths linked to the Covid-19 vaccination since it was rolled out.

“This is in the context of 3361 people whose deaths have to date been directly attributed to Covid-19 in New Zealand, with more than 12.6 million vaccines administered to eligible New Zealanders as of 2 October 2023,” Apa said in a statement.

“By chance and separate to a prior Covid-19 vaccination event, some people will experience new illnesses or die from a pre-existing condition shortly after vaccination, especially if they are elderly.”
