Almost all of the states that receive the most refugees per-capita are states that are also disproportionately white. They are peppering the small town and rural landscape with brown and black refugees. Why would they do this?

The answer is obvious: white displacement. It certainly isn't because those locations offer the most job opportunity, access to social services, or the charitable funding that these so-called refugees would need (the opposite would be true).
