People love to talk about "grifters" without defining the term. Anyone who raises as much as one cent from donations, endorsements, or sales is called a grifter. That's not fair.
Is a grifter someone who collects money for political projects that might fail? That's too broad a definition as well -- because even if we try our best to win, we still might fail.
Here's a better definition of a grifter: collecting donations for a political struggle that *you yourself believe is hopeless.*
If you think your political efforts are doomed to fail, presumably you are not telling your donors that. You are promising them progress toward victory, which implies that victory itself is possible. So you are deceiving them. You are taking their money under false pretenses.
If you think your efforts are doomed, you will not try your best to win. Thus you are just wasting the time, efforts, and money of your donors.
If you think your political efforts are doomed to fail, then in your heart, you are just using your supporters' money to pay your own bills.
