Update Incentive testnet metalswap

- Phase3 ratio is 100:1, so the Rewards are doubled than XMTtest collected during Phase2!

- Swappers from Kovan Phase3 that are Opening real Swaps over ETH Mainchain, are going to Double again that Reward, bringing the ratio to 50:1!

The ratio decided is 100:1,
so this time the Reward DOUBLES that of Phase2!

The airdrop will take place the first day of october!

Using the same Phase3 address to Open a new real Swap on ETH MainChain, the $XMT AIRDROP will be DOUBLED, bringing the change ratio to 50:1!
