'ChangeLog:

• Incremental /proc scan — only new PIDs are checked, full scan only on mem spike, mem > 73%, or every 5 cycles
• Cached packages, screen state, and foreground pkg — no more fork/disk read every cycle
• Early skip for system/kernel processes via UID filter
• Previously kill/compact only worked for the first pkg
• oom_score_adj threshold raised to 200 — visible processes are no longer killed/compacted
