در سال 1987 زكمن در مقالهاي تحت عنوان «چارچوبي براي معماري سيستمهاي اطلاعاتي» به مشكلات مديريت سيستمهاي اطلاعاتي در سازمانها اشاره نمود. به اعتقاد زكمن، افزايش اندازه و پيچيدگي سيستمهاي اطلاعاتي به همراه تمايل براي استفاده از اين سيستمها در تمامي حوزههاي كسب وكار، باعث افزايش مشكلات در زمينه مديريت سيستمهاي اطلاعاتي در سازمانها ميشود. او تاكيد كرد كه، در اين اوضاع و احوال وجود يك معماري براي سيستمهاي اطلاعاتي غيرمتمركز، ضروري است.
