Fuelling the Future of Indian Skies with Sustainable Aviation Biofuels
Climate Change is probably one of the most talked about issues in the modern world and governments and businesses at the global level are understanding and assessing the extremities to further act upon the same. Progressive reforms and policies taken up by India in the last few years have demonstrated how serious the country is in building the infrastructure required for a resilient future. In this way forward, to discuss the future of India to get clearer skies by way of adopting Sustainable Aviation Biofuel, a seminar was organised by the Aeronautical Society of India (AeSI), which is India's premier institution in the fields of Aeronautics, Aerospace and Aviation.
The seminar was attended by MOS Defence & Tourism, Ajay Bhatt, Dr V. K. Saraswat, Member, NITI Aayog, A.S. Kiran Kumar, Former Chairman, ISRO & President, AeSI and Dr G. Satheesh Reddy, Scientific Adviser to Raksha Mantri & President-Elect, AeSI. Apart from them, the event was graced by various eminent speakers and senior dignitaries from Civil Aviation and Defence, who shared their expert views
on the present perspective as well as the future prospects for the usage of Sustainable Aviation Biofuel.
https://twitter.com/AjaybhattBJP4UK/status/1570863762613342208
During the seminar, the PBNS team reached out to the president of AeSI and former chairman A.S. Kiran Kumar and asked for his views on the importance of Sustainable Aviation Fuel in the present day. Asserting that the number of people using the aviation industry is growing at a faster pace, the President of AeSI said, "The climate change impact we are witnessing globally and in our day-to-day life; if we do not take necessary action, when technology moves ahead and people starts travelling across more frequently, then it becomes not a question of 'if' but it's an essential requirement. Even the Aeronautical Society of India is trying to do the system engineering job of bringing people from all the different sectors. The real issue is that we do not have options today. If the planet has to survive, climate change should not cause irreparable damages to the land."
Dr SSV Ramakumar, Director (R&D), Indian Oil Corporation talked about the initiatives that the company is taking to further the production of SAF. He said, "we are working exclusively on the pathway Alcohol-to-Jet for producing Sustainable Aviation Fuel. The main focus is on utilizing the surplus ethanol that is going to be available in the year 2025 and converting that Ethanol into Sustainable Aviation Fuels. We are going to set up two plants - one of them is, a commercial-scale plant in Panipat, and thereby using 3rd Generation Ethanol. We are going to convert refinery gases into Ethanol."
The Topic of Importance: SAF
It is important to understand the growing need for the usage of SAF for Indian skies. Why? Because the Aircraft industry consumes about 10 per cent of the total energy of the transportation sector each year. In this process, it exhales its own share of greenhouse gas into the atmosphere which is about 2.5% of global emissions. This has caused concerns for the environment that has led the industry to deliberate on an alternative solution to lower the emissions. Hence the adoption of non-fossil fuel comes into the foray. The UN International Civil Aviation Organisation (ICAO) in the year 2009 first set the agenda to limit emissions by adapting better technologies and green fuels. ICAO’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) was adapted for implementation on a voluntary basis in 2020. It is pertinent to note that India is all set for implementation from the year 2027.

India's requirement of ATF (Aviation Turbine Fuel) is about 25 M Ton every day. The existing supply line (and stock) of imported crude and refined products with oil companies (and refineries) is highly limited. Keeping in view the economic and environmental considerations, the Indian aviation sector has realised the need to take lead in the realm of SAF for the security and sustainability of its operations.

Know how National Logistics Policy can change India’s Infrastructure landscape
“Policy is just a beginning, policy plus performance is equal to progress”, said PM Narendra Modi as he launched the National Logistics Policy which aims to not only promote seamless movement of goods within the country, but also improve the competitiveness of Indian goods in domestic as well as global markets. PM Modi also launched the Unified Logistics Interface Platform – ULIP (also indicating “You Leap!”) that will bring all the digital services related to the transportation sector into a single portal, freeing the exporters from a host of very long and cumbersome processes.
It has been an exceptional experience for the entire nation that has been witnessing many procedural moves and transformational shifts in different sectors for quite sometime. These changes have contributed in evolving an inter-mingled multi-pronged nationwide mechanism that has fuelled the Indian Logistics sector with unprecedented ease, speed and economic growth.
Few changes that have augured well for the Indian Logistics Industry include the introduction of the great PLI scheme, announcement of setting up Multi-Modal Logistics Parks or MMLP across the nation, and the Gati Shakti initiative, introduction of the e-way bill and FASTag, faceless assessment in customs and e-sanchit online platform that enabled paperless export-import trade processes. Further, ever since the state-level taxation got abolished through GST, the industry has been heading towards consolidation and efficiency with turnaround time is down by approx 20% reportedly. Increased smartphone penetration under the Digital India initiative has led to record online-buying which further helped D2C businesses to flourish in the country, further augmenting and leading to the expansion and churning of the Logistics sector.
In his inaugural address, PM Narendra Modi said, “National Logistics Policy has not come out of the blue, there are 8 years of hard work behind it”. This hints towards the outstanding blueprint behind all the grunt work, a solid ground work for which has been going on at a rapid pace. For all channels of transportation, revamp initiatives have already been place. For strengthening Air Connectivity, UDAN scheme was rolled out in 2017. According to the Civil Aviation Minisiter Jyotiraditya Scindia’s reply to Parliament in August this year, the total number of airports has risen from 74 in 2014 to 141 now. Similarly, the ambitious Bharatmala and Sagarmala initiatives are in place for revolutionising Road and water connectivity in the country. Railway electrification, new rail lines, establishment of Dedicated Freight Corridors, inland waterways, dry/land ports, and other relief measures in transportation mechanisms have also largely contributed in churning the Logistics and supply chain cycles.
Finally, these transformational changes were smartly clubbed into the official umbrella of ‘Gati Shakti’ – India’s Master Plan for Multi-modal Connectivity. Economic Zones like textile clusters, pharmaceutical clusters, defence corridors, electronic parks, industrial corridors, fishing clusters, agri zones, etc. are covered in Gati Shakti to improve connectivity & make Indian businesses more competitive. It will also leverage technology extensively including spatial planning tools with ISRO imagery developed by BiSAG-N. Recently, projects worth Rs 1.22 lakh crores got approved under Gati Shakti. Approved projects include the Vishakhapatnam Port Logistics Park, two Road, four Petroleum, and six Rail Infrastructure projects, the IOC ATF Pipeline project, etc.
Logistics costs in the country are as high as 14-15% of the GDP compared to developed nations such as Singapore and the US, which have managed to cap this cost at 7-8% of the GDP. Through the National Logistics Policy, India aims to bring down the cost to 8% of the GDP by 2030.

“Had an excellent meeting with Egypt’s Defence Minister, General Mohamed Zaki in Cairo. We had wide-ranging discussions on several initiatives to further expand bilateral Defence engagements. Signing of the MoU on Defence Cooperation adds new impetus and synergy to our relations,” Defence Minister Rajnath Singh said on a microblogging platform.
To consolidate security and defence aspects, both sides signed a Memorandum of Understanding (MoU) on cooperation in the field of defence, which would pave the way for enhancing defence cooperation across all sectors of mutual interest.
The Defence Ministers of both nations also agreed to identify proposals for expanding cooperation between the defence industries of India and Egypt in a time-bound manner. They also exchanged views on regional security and acknowledged the contribution of India and Egypt to peace & stability in the world.
On his arrival in Egypt, Defence Minister Rajnath Singh called on President of Egypt Abdel Fattah El-Sisi and was accorded a ceremonial Guard of Honour at the Ministry of Defence in Cairo on September 19, 2022.
Defence Minister Rajnath Singh acknowledged that Egypt is among the most important trading partners of India in Africa and that bilateral trade has expanded significantly. He noted with satisfaction the close cooperation in multilateral forums between India and Egypt.
Tracing the Genesis of India-Egypt Defence Relations
India and Egypt enjoy cordial defence relations marked by mutual respect. To bolster defence cooperation between the two countries, a team of the Indian Air Force arrived in Egypt on June 22 to participate in a bilateral ‘Tactical Leadership Programme’ with the Egyptian Air Force.
There has been a close cooperation between the Air Forces of both nations, with efforts at jointly developing a fighter aircraft in the 1960s. IAF pilots had also trained Egyptian pilots from the 1960s until 1984. In the recent past, since 2015, there have been several high-level exchanges of visits by defence delegations.
The Chief of Staff of the Egyptian Air Force visited India in 2015, their Director of Military Intelligence visited in 2017, and Minister for Military Production in April 2018. Gen. Sedki Sobhi, Egyptian Defence Minister along with other delegation members visited India from 12 -16 November 2017.
In December 2019, Air Chief Marshal RKS Bhadauria visited Egypt and met Air Marshal Mohamed Abbas Helmy, Commander-in-Chief, Egypt Air Force. A two-member Egyptian delegation visited India to attend Defence Expo India 2020 in Lucknow from 5-8 February 2020. Notably, the year 2022 is of particular significance since it marks the 75th anniversary of diplomatic relations between India and Egypt.

Exclusive | India is fully geared for Sustainable Aviation Fuel: Dr. G. Satheesh Reddy, Scientific Adviser to Raksha Mantri
Consuming about 10% of the total energy of the transportation sector each year, the Aviation industry exhales its own share of greenhouse gas into the atmosphere which is about 2.5% of global emissions. This leads to concerns for the environment, and has also led the aircraft sector to increasingly adopt non-fossil fuel.
Today, India requires about 25 Metric Ton of Aviation Turbine Fuel (ATF) to ensure all its civil and military aircraft remain airborne, which also has economic and strategic considerations. Further, the de facto supply line (and stock) of imported crude and refined products with oil companies (and refineries) is highly limited.
Focused on carbon-neutral or zero-carbon emission aviation transport technology, the Aeronautical Society of India (AeSI) organised a seminar titled “Sustainable Aviation Biofuel for Civil & Military Transport Aircraft – The Way Forward”, which brought stakeholders from different sectors (Oil & Gas, Civil Aviation, and Defence) to discuss sustainable production, testing and efficient utilization of jet biofuels to reduce aviation carbon footprints.
“The Council of Scientific and Industrial Research’s (CSIR) laboratory in Dehradun has taken the lead, along with the support of Department Of Science & Technology (DST), DRDO and Indian Air Force, to develop a home-grown technology to produce bio-jet fuel. It has been formally approved for use on military aircraft and has flight-tested as well with the particular mix of fuel, “Dr. G. Satheesh Reddy, Scientific Adviser to Raksha Mantri & President-Elect, Aeronautical Society of India (AeSI) said while interacting exclusively with Prasar Bharati News Services (PBNS).
Notably in January 2019, after months of exhaustive ground and flight trials, the indigenous produced bio-fuel was finally cleared for use by the premier airworthiness certification agency of the country. The technology was developed by the Indian Institute of Petroleum (CSIR-IIP), a constituent laboratory of the Council of Scientific and Industrial Research, after undergoing evaluation tests and trials over a period of three years.
SAF: The Future of Aviation
Sustainable Aviation Fuel or SAF is made from renewable biomass and waste resources. It has the potential to deliver the performance of petroleum-based jet fuel but with a fraction of its carbon footprint, giving the aviation sector a solid footing for decoupling greenhouse gas (GHG) emissions from flight.
“Even the private airlines have also shown a lot of interest in adopting sustainable aviation fuel. A lot of work has gone into various aspects, which has been supported by the Civil Aviation Ministry, the Ministry of Petroleum and Natural Gas, Indian Oil Corporation Limited (IOCL) among others. In fact, a plant being established at Mangalore Refinery and Petrochemicals Limited (MRPL) with a technology from CSIR, which will ready by 2024 to produce about 20,000 litres of biofuel per day,” Dr Reddy said while adding that how India is moving towards adopting sustainability in aviation sector.
Further, there is a long way to go. We have to see that there is a higher mix of fuels. I am sure the whole ecosystem, the plants, the production capabilities, standardisation, the engine among others will happen in coming years and ensure the sustainable aviation fuel comes up in a big way making cleaner environment around the globe, Dr. G. Satheesh Reddy added.
A lot of efforts have been underway in research, and production of biofuels by different industries along with the support of Government organizations. Further, standardization efforts are going on and at the same time others airlines have also picked in under the suitability of the biofuel. So, I think India is fully geared up for SAF, he asserted.

India in Mission Mode
With a population of 1.3 billion, India has a massive demand for energy to fuel its rapidly growing economy. Further, India has progressively decoupled economic growth from greenhouse gas emissions. For example, the Net Zero Emissions target by 2030 by Indian Railways alone will reduce emissions by 60 million tonnes annually.
Similarly, India’s massive UJALA LED bulb campaign is reducing emissions by 40 million tonnes annually. To complement these landmark efforts, the National Hydrogen Mission was launched in 2013 to make India the world’s largest hydrogen hub.
Even though it supports the second largest population in the world, India’s sustained efforts have ensured that its per capita CO2 emissions are much lower than the global average. The US emits 14.7 tonnes per capita, China emits 7.6 tonnes per capita, while India’s CO2 emissions amount to 1.8 tonnes per capita.

Election Commission writes to Law Ministry regarding capping of cash donations to Political Parties
Chief Election Commissioner (CEC), Rajiv Kumar has written a letter to the Ministry of Law and Justice to cap the cash donations to political parties. Addressed to Union Law Minister, Kiren Rijiju, CEC proposed to cap cash donation at 20% or at Rs 20 crore whichever is lower.
The proposals are aimed at bringing reforms and transparency in donations received by political parties and also the expenditure incurred by candidates.
What does the letter say?
The Election Commission has proposed bringing down anonymous political donations from Rs 20,000 to Rs 2,000 to cleanse election funding of black money. Further, in the letter, CEC Kumar recommended a number of amendments to the Representation of the People (RP) Act. According to the proposal, political parties are not required to report the cash received below Rs 2000.
Further, the Commission has also suggested that every candidate should open a separate bank account for election purposes, route all expenses and receipts through this account and furnish these details in their account of election expenditure. Currently, maintaining a separate bank account for poll expenditure is part of instructions, but the poll panel wants it to become part of Conduct of Election Rules.
Recently, the poll panel delisted 284 defaulting and non-compliant registered unrecognised political parties (RUPPs), declaring more than 253 of them inactive. Further, the Income Tax department has been conducting raids in multiple states as part of a pan-India tax evasion probe against certain registered unrecognised political parties (RUPP) and their alleged dubious financial transactions. The action has been taken by the department on a recent recommendation of the Election Commission which recently struck off at least 198 entities from its list of RUPP after they were found non-existent during physical verification.
The poll panel had announced that it was taking action against more than 2,100 entities, categorised as RUPP by it, for flouting rules and election laws, including those related to the filing of monetary contributions, failing to update their address and names of office bearers.
What are the rules regarding political donations?
Section 29-C of the RP Act makes it mandatory for the political parties to submit to the Election Commission a list of donations received over Rs. 20,000 in Form 24-A. In a case, such a political party fails to submit a report, then it shall not be entitled to any tax relief under that Act.
In terms of tax benefits, any contribution made by an individual to a political party (registered under Section 29A of the Representation of the People Act, 1951) is fully deductible under section 80GGC of the Income Tax Act and under section 80GGB in case the contribution is made by the companies. However, from financial year 2017-18 onwards, any donations made in cash exceeding Rs 2,000 will not be allowed as a deduction. The donations above Rs 2,000 should be made in any mode other than cash to qualify under Section 80G.
As per Section 80GGB of the Income Tax Act, 1961, any Indian company or enterprise that donates to a political party or an electoral trust registered in India can claim a deduction for the amount contributed. The political party receiving the donation must be registered under the Section 29A of the Representation of the People Act, 1951.
An electoral trust is a non-profit company created under Section 8 of the Companies Act, 2013. An electoral trust can receive voluntary contributions from other companies and then reallocate it to the duly registered political parties.

Indian Swachhata League observing massive youth mobilization
Union Minister Hardeep Singh Puri has launched Swachh Bharat Mission-Urban which attempts to make cities garbage-free and are given a new boost to achieve the objective. SBM-Urban 2.0 is a maiden edition of the ‘Indian Swachhata League’ which has mobilised more than 5,00,000 youth, citizen volunteers, and celebrity icons across the country to join the first ever Indian Swachhata League and to work together towards the mission’s goal of making cities clean, green, and garbage-free.
India’s first inter-city competition led by youth
The Indian Swachhata League is India’s first inter-city competition led by youth toward building Garbage Free Cities. More than 1,800 cities from Leh to Kanniyakumari are participating by setting up a team for their city and planning activities. It is part of the ongoing fortnight-long celebrations ‘Swachh Amrit Mahotsav’ from 17th Sept. 2022, Seva Diwas, till 2nd Oct. 2022, Gandhi Jayanti.
City teams engaged in a variety of innovative and imaginative projects to demonstrate their commitment to swachhata. By planning bicycle parades with young people, city teams from Ludhiana in Punjab, Panvel, and Pune in Maharashtra, Pathsala in Assam, and Bilaspur in Chhattisgarh promoted both swachhata and swasthya.
Youth groups in Bhopal, Madhya Pradesh, and Chandigarh disseminated the source segregation message in a novel way. While more than 2,000 children from Team Chandigarh Challengers came out to demonstrate four bins, nearly 5,000 young students from Team Bemisaal Bhopal formed a human chain to exhibit the six-bin system for better garbage management.
Thirty tonnes of trash from 49 beaches were removed
4,000 volunteers in Greater Mumbai, Maharashtra walked more than 50 kilometres and removed thirty tonnes of trash from 49 beaches dispersed across 8 well-known places. While Team Mangaluru Swachhata Soldiers deployed 5,000 engaged youth to clean 11 different beaches, teams from Puri and Kerala made sand art to promote clean, plastic-free beaches. The first Indian Swachhata League featured youth from Rameswaram, Tamil Nadu, and Team Pristine Port Blair from the Union Territory of Port Blair.
Thousands of people participated in rallies in several Jammu and Kashmir cities, including Ganderbal, Pahalgam, Anantnag, Dooruverinag, and Bijbehara, to raise awareness about swachhata. The Northeastern states of Mizoram, Tripura, Assam, Sikkim, and Nagaland have strong youth populations, which has fueled national enthusiasm for the Indian Swachhata League.
Jury of distinguished national citizens will select the top teams
A jury of distinguished national citizens will independently select the top teams in this youth-led tournament. The evaluation will take into account the level of involvement, the novelty of the activity, and the results of the cleanliness campaigns. It is anticipated that by focusing on on-the-ground action for sanitation, waste management, and the impact of cleanliness campaign, the mission will encourage more concentrated engagement of youngsters.
