India set to introduce new tourism policy
Union Tourism, Culture, and DoNEr Minister G Kishan Reddy announced that India is set to introduce a new tourism policy before the upcoming Parliament budget session. The Union Minister was addressing a press conference on the sidelines of the three-day National Conference of State Tourism Ministers which began on 18th September at Dharamshala, Himachal Pradesh.
The National Conference of State Tourism Ministers aims to bring together various perspectives on tourism development and growth from all of India’s States and Union Territories and to establish direct communication with the States on national programmes, policies, and initiatives being implemented for an improvement in India’s tourism industry as a whole.
During the press conference, the Union Minister said that India has grown to be associated with tourism, spirituality, change, culture, and diversity over the last 75 years. He said that celebrating the record-breaking growth that propelled India’s economy to the fifth largest in the world is a source of immense pride. He informed that the ministry has taken numerous initiatives and adopted a four-pronged development strategy that emphasises improving connectivity via air, rail, and roads, enhancing the tourism infrastructure and dependent services, streamlining branding and promotion, and showcasing the culture and heritage.
Conference divided into different sessions
The conference is divided into sessions focused on developing tourism infrastructure, cultural, spiritual, and heritage tourism, tourism in the Himalayan states, responsible and sustainable tourism, the role of digital technology in marketing and promoting travel destinations, the growing significance of homestays in the Indian hospitality industry, Ayurveda, wellness, and medical value travel, and finally, forest and wildlife tourism.
Highlighting the slogan of ‘Vikas Bhi Virasat Bhi’ given by Prime Minister Narendra Modi, Union Minister Kishan Reddy informed that various tourist circuits are being promoted and a new ‘Ambedkar Circuit’ shall soon be launched. The Himalayan Circuit will also be promoted under the action plan for the development of tourist circuits.
Plans to add 220 airports by 2025
The Union Minister also stressed on the significance of air connectivity by noting that there are currently 140 airports in the nation, up from 74 in 2014 and that there are plans to add another 220 by 2025. Additionally, he emphasised that the Prime Minister’s aim of collaborating with NRIs to promote tourism will be supported, and he asked every Indian diaspora to inspire at least 5 foreigners to travel to India in accordance with that vision.
The Union Tourism Minister went on to say that the National Conference of State Tourism Ministers is also crucial in light of India’s current G20 leadership. The G-20 will be utilised to highlight India’s tourist potential to the rest of the globe.
7000 crores approved for nationwide tourism infrastructure
The Ministry has approved Rs 7000 crores for the nationwide construction of tourism infrastructure. Under the Swadesh Darshan Scheme, 76 projects have been approved for the construction of tourist infrastructure based on diverse themes across 30 States and UTs. The Tourism sector generated INR 16.91 lakh crore (USD 240 billion) or 9.2% of India’s GDP in 2018 and has supported
around 42.67 million jobs or 8.1% of total employment.

The Swadesh Darshan Scheme 2.0, newly introduced by the Ministry, aims to create sustainable and responsible travel destinations through the use of a traveler- and destination-centric approach. The goal is to evolve into a comprehensive mission to develop sustainable and responsible tourist destinations, including tourism and related infrastructure, tourism services, human capital development, destination management, and promotion, supported by policy and institutional reforms.
The National Conference also intends to create a shared vision for tourism and its expansion as we approach India 2047. In the upcoming 25 years being the Amrit Kaal, the Conference’s goal is to start a shared discourse between the State and Central Governments in order to outline the vision for tourism in India in the year 2047.

IRCTC to run Swadesh Darshan special tourism trains for pilgrims of Madhya Pradesh
Indian Railway Catering and Tourism Corporation (IRCTC), a public sector enterprise under the Ministry of Railway, is running a special tourism train for the people of Madhya Pradesh. The IRCTC Swadesh Darshan special tourism train will be operating for the pilgrims and commence its journey on November 10, 2022. The initiative will promote religious tourism in the country.

About the special journey
The special pilgrims train will be departing for the Kamakhya Yatra with Puri and Gangasagar through the stations of Rani Kamlapati and Jabalpur. Passengers will be able to board the train from Indore. The nine nights and ten days journey will also offer a number of services to the passengers.
The passengers will have to pay Rs. 16,950/- per person (Standard Category) and it includes services such as tea, breakfast, lunch, and dinner. Furthermore, the railways will also provide accommodation, and vegetarian food in rail restaurants and on the train while also ensuring the tourist’s security. However, it is mandatory to follow COVID-19 protocols for temple darshan and sightseeing of monuments. The booking for the journey can be done through the IRCTC website.

One of the most affordable tourist trains in the country, Swadesh Darshan covers some of India’s most important tourist destinations. The trains are aimed at promoting religious tourism in the country and offers scope of exploring India on a budget.
In addition to Swadesh Darshan trains, IRCTC tourism offers a wide array of tour packages for religious pilgrims. Some of the most popular ones include Dev Darshan Tour, Jyotirlinga Yatra with Shirdi Darshan and Statue of Unity, Dakshin Bharat Yatra with Balaji Darshan, Dakshin Bharat Yatra, Dakshin Bharat Aastha Yatra, Dwarkadhish Jyotirlinga Yatra, Jagannath Dham Tour, Temple Triangle of Tamil Nadu, Tirupati tour package, Ramayana Tour Package, and Mata Vaishno Devi Darshan among others.

In the month of November, Swadesh Darshan Shri Rampath Yatra will also commence a 8-day and 7-night package from November 26, 2022. IRCTC is also running a special “Jyotirlinga Darshan Yatra” which is set to begin on October 15, 2022. Similarly, IRCTC’s is offering Durga Puja Special Nepal Nirvana package.
Earlier in June, IRCTC started operation of Swadesh Darshan special tourism train across the country, which left from Rewa city for Uttar Darshan Yatra along with Vaishno Devi.

Fuelling the Future of Indian Skies with Sustainable Aviation Biofuels
Climate Change is probably one of the most talked about issues in the modern world and governments and businesses at the global level are understanding and assessing the extremities to further act upon the same. Progressive reforms and policies taken up by India in the last few years have demonstrated how serious the country is in building the infrastructure required for a resilient future. In this way forward, to discuss the future of India to get clearer skies by way of adopting Sustainable Aviation Biofuel, a seminar was organised by the Aeronautical Society of India (AeSI), which is India's premier institution in the fields of Aeronautics, Aerospace and Aviation.
The seminar was attended by MOS Defence & Tourism, Ajay Bhatt, Dr V. K. Saraswat, Member, NITI Aayog, A.S. Kiran Kumar, Former Chairman, ISRO & President, AeSI and Dr G. Satheesh Reddy, Scientific Adviser to Raksha Mantri & President-Elect, AeSI. Apart from them, the event was graced by various eminent speakers and senior dignitaries from Civil Aviation and Defence, who shared their expert views
on the present perspective as well as the future prospects for the usage of Sustainable Aviation Biofuel.

During the seminar, the PBNS team reached out to the president of AeSI and former chairman A.S. Kiran Kumar and asked for his views on the importance of Sustainable Aviation Fuel in the present day. Asserting that the number of people using the aviation industry is growing at a faster pace, the President of AeSI said, "The climate change impact we are witnessing globally and in our day-to-day life; if we do not take necessary action, when technology moves ahead and people starts travelling across more frequently, then it becomes not a question of 'if' but it's an essential requirement. Even the Aeronautical Society of India is trying to do the system engineering job of bringing people from all the different sectors. The real issue is that we do not have options today. If the planet has to survive, climate change should not cause irreparable damages to the land."
Dr SSV Ramakumar, Director (R&D), Indian Oil Corporation talked about the initiatives that the company is taking to further the production of SAF. He said, "we are working exclusively on the pathway Alcohol-to-Jet for producing Sustainable Aviation Fuel. The main focus is on utilizing the surplus ethanol that is going to be available in the year 2025 and converting that Ethanol into Sustainable Aviation Fuels. We are going to set up two plants - one of them is, a commercial-scale plant in Panipat, and thereby using 3rd Generation Ethanol. We are going to convert refinery gases into Ethanol."
The Topic of Importance: SAF
It is important to understand the growing need for the usage of SAF for Indian skies. Why? Because the Aircraft industry consumes about 10 per cent of the total energy of the transportation sector each year. In this process, it exhales its own share of greenhouse gas into the atmosphere which is about 2.5% of global emissions. This has caused concerns for the environment that has led the industry to deliberate on an alternative solution to lower the emissions. Hence the adoption of non-fossil fuel comes into the foray. The UN International Civil Aviation Organisation (ICAO) in the year 2009 first set the agenda to limit emissions by adapting better technologies and green fuels. ICAO’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) was adapted for implementation on a voluntary basis in 2020. It is pertinent to note that India is all set for implementation from the year 2027.

India's requirement of ATF (Aviation Turbine Fuel) is about 25 M Ton every day. The existing supply line (and stock) of imported crude and refined products with oil companies (and refineries) is highly limited. Keeping in view the economic and environmental considerations, the Indian aviation sector has realised the need to take lead in the realm of SAF for the security and sustainability of its operations.

Know how National Logistics Policy can change India’s Infrastructure landscape
“Policy is just a beginning, policy plus performance is equal to progress”, said PM Narendra Modi as he launched the National Logistics Policy which aims to not only promote seamless movement of goods within the country, but also improve the competitiveness of Indian goods in domestic as well as global markets. PM Modi also launched the Unified Logistics Interface Platform – ULIP (also indicating “You Leap!”) that will bring all the digital services related to the transportation sector into a single portal, freeing the exporters from a host of very long and cumbersome processes.
It has been an exceptional experience for the entire nation that has been witnessing many procedural moves and transformational shifts in different sectors for quite sometime. These changes have contributed in evolving an inter-mingled multi-pronged nationwide mechanism that has fuelled the Indian Logistics sector with unprecedented ease, speed and economic growth.
Few changes that have augured well for the Indian Logistics Industry include the introduction of the great PLI scheme, announcement of setting up Multi-Modal Logistics Parks or MMLP across the nation, and the Gati Shakti initiative, introduction of the e-way bill and FASTag, faceless assessment in customs and e-sanchit online platform that enabled paperless export-import trade processes. Further, ever since the state-level taxation got abolished through GST, the industry has been heading towards consolidation and efficiency with turnaround time is down by approx 20% reportedly. Increased smartphone penetration under the Digital India initiative has led to record online-buying which further helped D2C businesses to flourish in the country, further augmenting and leading to the expansion and churning of the Logistics sector.
In his inaugural address, PM Narendra Modi said, “National Logistics Policy has not come out of the blue, there are 8 years of hard work behind it”. This hints towards the outstanding blueprint behind all the grunt work, a solid ground work for which has been going on at a rapid pace. For all channels of transportation, revamp initiatives have already been place. For strengthening Air Connectivity, UDAN scheme was rolled out in 2017. According to the Civil Aviation Minisiter Jyotiraditya Scindia’s reply to Parliament in August this year, the total number of airports has risen from 74 in 2014 to 141 now. Similarly, the ambitious Bharatmala and Sagarmala initiatives are in place for revolutionising Road and water connectivity in the country. Railway electrification, new rail lines, establishment of Dedicated Freight Corridors, inland waterways, dry/land ports, and other relief measures in transportation mechanisms have also largely contributed in churning the Logistics and supply chain cycles.
Finally, these transformational changes were smartly clubbed into the official umbrella of ‘Gati Shakti’ – India’s Master Plan for Multi-modal Connectivity. Economic Zones like textile clusters, pharmaceutical clusters, defence corridors, electronic parks, industrial corridors, fishing clusters, agri zones, etc. are covered in Gati Shakti to improve connectivity & make Indian businesses more competitive. It will also leverage technology extensively including spatial planning tools with ISRO imagery developed by BiSAG-N. Recently, projects worth Rs 1.22 lakh crores got approved under Gati Shakti. Approved projects include the Vishakhapatnam Port Logistics Park, two Road, four Petroleum, and six Rail Infrastructure projects, the IOC ATF Pipeline project, etc.
Logistics costs in the country are as high as 14-15% of the GDP compared to developed nations such as Singapore and the US, which have managed to cap this cost at 7-8% of the GDP. Through the National Logistics Policy, India aims to bring down the cost to 8% of the GDP by 2030.

Eye on expanding defence ties, Defence Minister Rajnath Singh holds talks with Egyptian counterpart
Wide-ranging discussions on numerous initiatives to expand bilateral defence engagements were the cynosure of a meeting held between Defence Minister Rajnath Singh and its Egyptian counterpart General Mohamed Zaki.
Defence Minister Rajnath Singh, who is on a three-day official visit to Egypt, held discussions on strengthening defence ties and reached a consensus to enhance joint exercises apart from exchange of personnel for training, especially in the field of counter-insurgency.

“Had an excellent meeting with Egypt’s Defence Minister, General Mohamed Zaki in Cairo. We had wide-ranging discussions on several initiatives to further expand bilateral Defence engagements. Signing of the MoU on Defence Cooperation adds new impetus and synergy to our relations,” Defence Minister Rajnath Singh said on a microblogging platform.
To consolidate security and defence aspects, both sides signed a Memorandum of Understanding (MoU) on cooperation in the field of defence, which would pave the way for enhancing defence cooperation across all sectors of mutual interest.
The Defence Ministers of both nations also agreed to identify proposals for expanding cooperation between the defence industries of India and Egypt in a time-bound manner. They also exchanged views on regional security and acknowledged the contribution of India and Egypt to peace & stability in the world.
On his arrival in Egypt, Defence Minister Rajnath Singh called on President of Egypt Abdel Fattah El-Sisi and was accorded a ceremonial Guard of Honour at the Ministry of Defence in Cairo on September 19, 2022.
Defence Minister Rajnath Singh acknowledged that Egypt is among the most important trading partners of India in Africa and that bilateral trade has expanded significantly. He noted with satisfaction the close cooperation in multilateral forums between India and Egypt.
Tracing the Genesis of India-Egypt Defence Relations
India and Egypt enjoy cordial defence relations marked by mutual respect. To bolster defence cooperation between the two countries, a team of the Indian Air Force arrived in Egypt on June 22 to participate in a bilateral ‘Tactical Leadership Programme’ with the Egyptian Air Force.
There has been a close cooperation between the Air Forces of both nations, with efforts at jointly developing a fighter aircraft in the 1960s. IAF pilots had also trained Egyptian pilots from the 1960s until 1984. In the recent past, since 2015, there have been several high-level exchanges of visits by defence delegations.
The Chief of Staff of the Egyptian Air Force visited India in 2015, their Director of Military Intelligence visited in 2017, and Minister for Military Production in April 2018. Gen. Sedki Sobhi, Egyptian Defence Minister along with other delegation members visited India from 12 -16 November 2017.
In December 2019, Air Chief Marshal RKS Bhadauria visited Egypt and met Air Marshal Mohamed Abbas Helmy, Commander-in-Chief, Egypt Air Force. A two-member Egyptian delegation visited India to attend Defence Expo India 2020 in Lucknow from 5-8 February 2020. Notably, the year 2022 is of particular significance since it marks the 75th anniversary of diplomatic relations between India and Egypt.
