International Treaty on Plant Genetic Resources for Food and Agriculture
On November 3, 2001, United Nations’ 1st Session of the Conference of the Food and Agriculture Organization adopted the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA). It came into force on June 29, 2004 and currently has 149 Contracting Parties, including India.
The treaty provides solutions to achieve food and nutritional security as well as climate resilient agriculture. Countries are inter-dependent for PGRFA and consequently a global order is essential to facilitate access and benefit sharing. The treaty was aimed at –
— recognizing the significant contribution of farmers to the diversity of crops that feed the world;
— establishing a global system to provide farmers, plant breeders and scientists with access to plant genetic materials; and
— ensuring that recipients share benefits they derive from the use of these genetic materials with the countries where they have been originated.
Safeguarding biodiversity in food & agriculture
GB9 is being hosted by India under the theme “Celebrating the Guardians of Crop Diversity: Towards an Inclusive Post-2020 Global Biodiversity Framework”. The theme aims to acknowledge the contribution of the world’s small-holder farmers to the effective management of PGRFA, while providing an opportunity to consider how the Treaty and its community will contribute to the new global biodiversity framework.
India has a rich crop genetic resources and has successfully established legal, institutional and scholastic infrastructure to utilize the genetic diversity for breeding new varieties. It is also expected to play a crucial role in minimizing the dissonance between technology-rich developed and gene-rich developing countries to achieve functional resolutions on critical agenda items.
At the 9th session of the Governing Bodies of ITPGRFA, experts will be holding important discussions on the need to safeguard biodiversity in food and agriculture. This is also needed to protect the rights of the farmers. Furthermore, the deliberations during the session will facilitate in developing climate resilient varieties. It is pertinent to note that the scientific exchange of technological advancement among the countries can help in mitigating the adverse impacts of climate change and food security globally.
Along with this, it will also help in creating a roadmap for exchange of scientific information on plant genetic resources for increasing crop production and productivity. The plant genetic resources available with different countries can also act as a base material for development of new varieties to ensure better quality and higher productivity of crops.
The GB9 is expected to consider
(i) capacity-development strategy for the Treaty;
(ii) Funding strategy, resource mobilization and the budget;
(iii) conservation and sustainable use of PGRFA and agriculture;
(iv) compliance
(v) cooperation with other organizations and bodies; and
(vi) the Multi-year Programme of Work, including digital sequence information.

Fuelling the Future of Indian Skies with Sustainable Aviation Biofuels
Climate Change is probably one of the most talked about issues in the modern world and governments and businesses at the global level are understanding and assessing the extremities to further act upon the same. Progressive reforms and policies taken up by India in the last few years have demonstrated how serious the country is in building the infrastructure required for a resilient future. In this way forward, to discuss the future of India to get clearer skies by way of adopting Sustainable Aviation Biofuel, a seminar was organised by the Aeronautical Society of India (AeSI), which is India's premier institution in the fields of Aeronautics, Aerospace and Aviation.
The seminar was attended by MOS Defence & Tourism, Ajay Bhatt, Dr V. K. Saraswat, Member, NITI Aayog, A.S. Kiran Kumar, Former Chairman, ISRO & President, AeSI and Dr G. Satheesh Reddy, Scientific Adviser to Raksha Mantri & President-Elect, AeSI. Apart from them, the event was graced by various eminent speakers and senior dignitaries from Civil Aviation and Defence, who shared their expert views
on the present perspective as well as the future prospects for the usage of Sustainable Aviation Biofuel.

During the seminar, the PBNS team reached out to the president of AeSI and former chairman A.S. Kiran Kumar and asked for his views on the importance of Sustainable Aviation Fuel in the present day. Asserting that the number of people using the aviation industry is growing at a faster pace, the President of AeSI said, "The climate change impact we are witnessing globally and in our day-to-day life; if we do not take necessary action, when technology moves ahead and people starts travelling across more frequently, then it becomes not a question of 'if' but it's an essential requirement. Even the Aeronautical Society of India is trying to do the system engineering job of bringing people from all the different sectors. The real issue is that we do not have options today. If the planet has to survive, climate change should not cause irreparable damages to the land."
Dr SSV Ramakumar, Director (R&D), Indian Oil Corporation talked about the initiatives that the company is taking to further the production of SAF. He said, "we are working exclusively on the pathway Alcohol-to-Jet for producing Sustainable Aviation Fuel. The main focus is on utilizing the surplus ethanol that is going to be available in the year 2025 and converting that Ethanol into Sustainable Aviation Fuels. We are going to set up two plants - one of them is, a commercial-scale plant in Panipat, and thereby using 3rd Generation Ethanol. We are going to convert refinery gases into Ethanol."
The Topic of Importance: SAF
It is important to understand the growing need for the usage of SAF for Indian skies. Why? Because the Aircraft industry consumes about 10 per cent of the total energy of the transportation sector each year. In this process, it exhales its own share of greenhouse gas into the atmosphere which is about 2.5% of global emissions. This has caused concerns for the environment that has led the industry to deliberate on an alternative solution to lower the emissions. Hence the adoption of non-fossil fuel comes into the foray. The UN International Civil Aviation Organisation (ICAO) in the year 2009 first set the agenda to limit emissions by adapting better technologies and green fuels. ICAO’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) was adapted for implementation on a voluntary basis in 2020. It is pertinent to note that India is all set for implementation from the year 2027.

India's requirement of ATF (Aviation Turbine Fuel) is about 25 M Ton every day. The existing supply line (and stock) of imported crude and refined products with oil companies (and refineries) is highly limited. Keeping in view the economic and environmental considerations, the Indian aviation sector has realised the need to take lead in the realm of SAF for the security and sustainability of its operations.
