🏙 The urbaniztion trend that pushed demand up in cities has now ended

🔶️ So the 4 biggest sources of housing demand used to be huge, and are now slowing down or reverting:
1. Population shrinks
2. Urbanization stops
3. Household sizes stabilize
4. The growth in house sizes slows down

And supply is going in the opposite direction!

The Home Office will launch a major operation to detain asylum seekers across the UK on Monday, weeks earlier than expected, in preparation for their deportation to Rwanda, the Guardian can reveal.

Officials plan to hold refugees who turn up for routine meetings at immigration service offices or bail appointments and will also pick people up nationwide in a surprise two-week exercise.

Lawyers and campaigners said the detentions risked provoking protracted legal battles, community protests and clashes with police – with officers in Scotland put on high alert.

Detainees will be immediately transferred to detention centres, which have already been prepared for the operation, and held until they are put on planes to Rwanda. Some will be put on the first flight due to take off this summer.

The Taoiseach (Irish prime minister) Simon Harris has asked Ireland's justice minister to bring legislation to cabinet to enable asylum seekers to be sent back to the UK.

Helen McEntee has revealed that 80% of recent arrivals to the Republic came from the UK across the Irish border.

Tánaiste (deputy prime minister) Micheál Martin said the UK's Rwanda policy was already impacting Ireland.

🏴 ❌️ 🇸🇴 IS claimed that its Somali affiliate expanded control over areas in northern Somalia, which would strengthen the regional IS office’s ability to support the IS global network, including funding attack plots in Asia & the West through IS Khorasan Province (ISKP).

🔶️ IS central media published two updates in its weekly newsletter in February & April saying that IS Somalia Province (ISS) had regained control over most of the ‘Al Miskaad Mountains throughout 2023 and killed hundreds of al Qaeda–affiliated al Shabaab militants in the area.

🔶️ ISS hosts the regional East Africa IS office, al Karrar, which oversees financing, directives, and other support between the group’s network in East and South Africa and the global IS network. The group has used financiers in South Africa to transfer money to ISKP.

🔶️ Growing havens would likely attract foreign fighters, which would increase the group’s external attack risk. Swedish police reported in March that they have seen an uptick in attempts to join IS affiliates in Africa, and the group already has many Ethiopian fighters.

🔶️ The al Karrar office also supports the Islamic State Central Africa Province in the DRC and IS Mozambique Province. It has coordinated sending trainers and funds to both groups, which CTP has previously assessed contributed to the IS Mozambique Province’s resurgence in 2024.

📖 🏴 🌍 The Islamic State’s Sahel Province (ISSP) has established itself as a destination for foreign fighters, raising its transnational threat risk to Northwest Africa and Europe.

🔶️ ISSP began resurging in the tri-border area of Burkina Faso, Mali, and Niger after the withdrawal of French forces in 2021 and an informal détente with al Qaeda's Sahelian affiliate (JNIM) since July 2023 has enabled ISSP to consolidate more control in the border region of Burkina Faso, Mali, and Niger.

🔶️ The areas under ISSP control have become a destination for foreign fighters, increasing the transnational threat the group poses, especially to Europe. Moroccan security forces disrupted three IS cells facilitating foreign fighters’ travel to ISSP in Mali in October 2023 and January–February

🔶️ JNIM has used the détente to exploit the withdrawal of UN forces from northern Mali and the arrival of the Malian army and Wagner Group mercenaries in northern Mali.

🔶️ ISSP and JNIM recently fought in northeastern Mali for the first time since December 2023. This could signal an end to the informal détente and draw resources away from both groups’ other campaigns in adjacent areas of Burkina Faso, Mali, and Niger and toward each other.

“The Russian Ministry of Defense has divided the remnants of the Wagner PMC into four different groups.

One group operates as part of the Russian Guard and Russian military intelligence and continues to fight in Ukraine.

Another group was named the Afrika Korps) or “Redoubt” and actually continues the activities of the original Wagner group.

It is the Afrika Korps that is largely responsible for the recent decision to withdraw American troops from Niger and Chad, as well as for the significant change in Washington's policy in many African countries.
🇷🇺 🇺🇸 🌍 Thousands of former Wagner fighters are now answering to Moscow

🔶️ “The timing element is key here. Russia can give these countries what the U.S. cannot and immediately,” one of the U.S. officials said, referring to Moscow’s ability to use private fighters to provide under-the-table weapons and ammunition to newly formed military governments in Africa. “And a lot of the leaders of those countries are sick of the U.S. lecturing them about democracy.”

🔶️ Moscow’s use of the paramilitary fighters to spread its influence in Africa is already visible in Niger, one of the most important outposts in the war against terrorism.

🔶️ Meanwhile, in Chad, another country with a significant presence of former Wagner fighters, the Biden administration announced this week that it was withdrawing about 75 special operations forces who had been performing counterterrorism roles, at the request of the local government.

🔶️ The move was widely seen as another instance of Russia supplanting U.S. influence.

🔶️ Former Wagner fighters also remain active in Mali, Libya and Sudan, where they have contracts to provide security to unstable regimes. The U.S. has tried to counter Wagner’s presence in those nations and the Central African Republic, urging officials to distance themselves from Russia.

🔶️ In another country, Burkina Faso, as in Niger and Chad, former Wagner forces are now under firm control of the Africa Corps.
