if you are running on DigitalOcean Postgres db you need to do the following to make it work easily:
1. Copy the ca-certificate.crt file from the DigitalOcean dashboard and place it in your project root directory.
2. change the file mode to 644:
chmod 644 ca-certificate.crt
3. use this whenever you are running drizzle-kit commands:
NODE_EXTRA_CA_CERTS=./ca-certificate.crt pnpm drizzle-kit push or any other command
4. Vola! you are good to go!
