Is it ok to write a whole answer without any paragraphs?
With Task 1, you can do that and still get a band 7 for coherence and cohesion because paragraphing is a part of that criterion. If you want a band 8 or higher for Task 1, you need to organize your response into paragraphs.
With Task 2, it is important from band 6 and up. Even if you write a fantastic response but you have no paragraphs, then your coherence and cohesion mark will be limited to a band 5.
