No. Not at all. He cannot apply to Canada while overstaying on a visitor visa.
Some chutzpah there…
If he wants to be legal resident of Canada, he must apply from outside Canada. He does not have to apply from his home country but he must apply from a country in which he is a legal resident.
He’s not a legal resident of Canada. If he stays in Canada and is discovered, he will deported and banned from returning. The ban is usually for five years…realistically, with many honest potential applicants seeking to come to Canada…a previous deportation and ban will be difficult to overcome.
Canada’s immigration records are shared with the U.K., the U.S., Australia and New Zealand so a deportation from Canada will also create issues for anyone who applies to those countries.
Instructions on how to apply legally are on the Immigration Canada website. There are step-by-step instructions and applications can be made online.

بچه در اتوبان ۴۰۷ به دنیا آمد!
در میان خبرهای نه چندان خوشایند این روزها بشنوید از یک نوزاد که برای تولد در بیمارستان صبر نکرد.
زمانی‌که توری به سرعت در حال رانندگی در اتوبان ۴۰۷ آنتاریو به سمت بیمارستان بود تا همسرش اریکا فرزند سوم شان را به دنیا آورد نمی‌دانست تا چند لحظه دیگر نوزاد کوچک به دنیا خواهد آمد.
پدر دست پاچه کنار اتوبان پارک می‌کند و به سرعت با ۹۱۱ و همچنین ماما تماس می‌گیرد. در همین فاصله بچه به دنیا می‌آید و ۲۰ ثانیه پر از استرس بر پدر و مادر می‌گذرد چرا که نوزاد گریه نمی کند، تا اینکه سرانجام در یک لحظه جادویی نوزاد شروع به گریه کرده و نفس می کشد!
