B.C. Supreme Court pauses legislation banning drug consumption in public spaces, citing 'irreparable harm'
The B.C. NDP government's legislation to ban all drug use in a wide range of public spaces has been suspended by the province's Supreme Court.
The B.C. Restricting Public Consumption of Illegal Substances Act, passed early November, has now been paused for three months pending a review.
The province had banned illegal substance use from all public parks to sports fields and beaches, as well as close to any workplaces, skate parks, pools, transit stops, residences or playgrounds — even within six metres of "a place to which the public has access" and "a prescribed place."

Dangers of thin ice across Canada as winter temperatures hover above freezing point
A balmy winter has taken Canada by storm, with people across the country dealing with a warmer holiday season - and resulting in tragedies where people have fallen through ice in Ontario, Quebec, and Alberta. The Lifesaving Society says while most drownings take place during summer months, about a third of them happen between October and May.
On Thursday, daily highs across the country hovered near freezing or above zero. For outdoor winter recreational activities on frozen rivers, lakes, and ponds to be considered safe, sustained freezing conditions are required.

Expert says number of police shootings in Canada 'spectacularly unrelenting'
The family of a woman shot during a wellness check in Edmonton criticizes the police, claiming her death was unnecessary. The incident reflects a broader trend of increasing police shootings in Canada, with 85 incidents in 2023, 41 fatal. Criminologists emphasize the need for more police training and restraint, while the RCMP union argues officers face rising dangers amid the mental health crisis.
Concerns rise, especially in Alberta, where police shootings saw a 90% increase from 2020. The majority of victims are young men, and over 60% of cases involving race identified Indigenous, Black, or other people of color. Calls for reform and long-term societal solutions persist.

Sweeping changes to come for Alberta's health-care system in 2024
Premier Danielle Smith is set to take scalpel and bone saw to Alberta's $17-billion health delivery system in 2024, while simultaneously scrambling to keep and find more family doctors.
One goal can't wait on the other, Smith said in a recent year-end interview.
"We won't be able to solve the front-line problems without doing a massive reorganization," said Smith.
"Our nurses are getting burnt out after two years and leaving our system. Paramedics last about five years on average. Doctors have reduced their private practice and not enough are going into primary care.

Canadian food banks feel the squeeze amid holiday spike, rising year-round demand
The directors of two food bank associations in Canada have highlighted the strain on food banks due to increased demand for food assistance, particularly during the holiday season. Food Banks Canada reported a 32.1% increase in visits to food banks in March compared to the previous year, and a 78.5% jump from March 2019. In Ontario, visits surged by 36% between April 2022 and March 2023. The high demand is preventing food banks from building up reserves, with stocks being quickly distributed to those in need. Despite the challenges, both directors aim to meet demand with funds and donations.

B.C. Supreme Court pauses legislation banning drug consumption in public spaces, citing 'irreparable harm'
A temporary injunction has been granted by a British Columbia Supreme Court Justice against the B.C. NDP government's legislation that aimed to ban all drug use in various public spaces. The B.C. Restricting Public Consumption of Illegal Substances Act, scheduled to become law on January 1, was put on hold three days before its implementation. The proposed changes covered a broad range of public areas, including parks, sports fields, beaches, workplaces, skate parks, pools, transit stops, residences, and playgrounds. However, cabinet approval for regulations to enforce the law had not yet been obtained.
B.C. Supreme Court Chief Justice Christopher Hinkson ordered the pause until March 31, expressing concern that the law would likely lead to increased deaths, displacement, and criminalization of drug users. The injunction was sought by the Harm Reduction Nurses Association, arguing that the act could result in more deaths from toxic drugs. Chief Justice Hinkson noted the potential harm, particularly the risk of solitary drug use, which is more dangerous due to the lack of support in the event of an overdose. The legislation would have been a significant change to B.C.'s drug decriminalization pilot program, which had started on January 31.

Barrhaven residents stocking up food libraries so others won't go hungry
It looks like a neighbourhood library box, but instead of books, it's filled with non-perishable food. These outdoor food pantries are popping up across Ottawa's Barrhaven suburb to help neighbours who may be struggling with food insecurity.
Mary Nguyen stocks up her outdoor food library, a pantry filled with non-perishable items to share with neighbours who may need an extra item or two. Her pantry is one of at least three built in the past year in Barrhaven, where residents say people are struggling to get by — even in the suburbs.

New year, new tax measures — what to expect in 2024 ❓
New tax measures, and changes to existing ones, will begin affecting Canadians in 2024. But tax experts say the effects on most individuals are likely to be minor, unless they're high-income earners.
GST/HST exemptions, the elimination of deductions for some short term rentals, new alternative minimum tax rates and changes to Canada Pension Plan (CPP) contributions are among the new measures coming in 2024.

Theft of Vancouver rape crisis centre server containing sensitive data raises privacy concerns
Cybersecurity experts are warning of "significant" data privacy risks after a Vancouver rape crisis centre told clients and donors a computer server containing their sensitive personal information and banking details was stolen from its office last month.
The Dec. 3 break-in at Salal Sexual Violence Support Centre's new downtown office is under investigation, Vancouver police confirmed in an email to CBC News Friday, and at least one woman who sought counselling at Salal says she is planning to file a complaint with B.C.'s privacy watchdog over the breach.
