If you can't get a makeshift tourniquet on tight enough, it can actually be worse due to cutting off venous return but not arterial flow. This essentially means the tourniquet is acting as a one-way valve, so the only place the blood can go is out of the wound.

Also, if you don't have an Israeli bandage/emergency compression bandage, the bandage was actually developed to replace the old method they used, which was "put a rock on top of the bandage" (the idea being 'include the rock/equivalent in the kit'). I'm not kidding. Something heavy can apply pressure just as well.
